  • Order of the Ministry of Regional Development No. 239 dated June 26, 2009, which determines the procedure for the maintenance and repair of gas equipment;
  • Resolution of the Government of the Russian Federation No. 410 of May 14, 2013 (hereinafter referred to as Resolution No. 410), which prescribes measures taken to ensure safety during the operation of gas equipment.

Conclusion of a contract for the maintenance of VDGO

The organization engaged in the maintenance and repair of VDGO has the right to operate only within the framework of the concluded agreement. The customer of the work, as a rule, is the management organization, HOA, ZhSK, TSN, including on behalf of the owners when concluding a contract for the maintenance of gas equipment inside the apartments. In the latter case, a protocol should be drawn up by the OSS, on which the owners delegate these powers to the managing organization.

  3. The service agreement concluded between the owners and the MA, as well as the OSS protocol, on which the MKD form of government was elected;
  4. A document containing an exact list of the constituent parts of the VDGO, VKGO;
  5. Documents confirming the date of sealing the meters;
  6. A copy of the act, which defines the boundaries of the division of the gas pipeline belonging to the common property and the gas pipeline belonging to the citywide network.

Works performed under a service agreement

The service organization performs 2 types of work: maintenance of gas equipment outside the MKD and inside it. When carrying out external maintenance, the following work is performed:

  • inspection of communications passing on the external facade of the MKD;

  • checking the integrity and completeness of gas-using equipment;
  • performance check and lubrication of valves (valves) installed on gas pipelines, re-packing of stuffing box seals (if necessary);

Works performed under a service agreement

A maintenance agreement is signed with specialized organizations that have:

  • the activity is the supply and distribution of gas in the area where the residential area is registered;
  • there is an agreement with;
  • staff certified by the profile works;
  • the activity of the dispatching service was organized;
  • emergency teams have been created.

A written agreement with each apartment owner is a guarantee that all gas equipment located in it is in a condition suitable for further use.

The personnel of the organization with which the agreement is concluded must pass the appropriate certification in a timely manner, which is regulated by legislative acts. After the document has been signed and payment has been made, employees of the service company must inspect and minor repairs of the VKGO, in particular gas stove, counter and other intra-apartment devices.

What is included in the list of works under the contract for the maintenance of gas equipment:

  • bypass and external inspection of external gas networks;
  • checking of cases, paint and fasteners of the external gas pipeline for its integrity;
  • pipe tightness control using special devices, emulsions.

According to the agreement, employees of the servicing gas organization during a scheduled inspection, in addition to the external gas pipeline, must also inspect the internal one:

  • the integrity of equipment and gas networks in the entrances;
  • testing the tightness of equipment, fasteners and connections of gas pipelines;
  • disassembly and lubrication of cranes;
  • audit of smoke and ventilation outlets functionality;
  • instructing residents on the rules for using the VDGO and safety precautions.

All types of gas equipment must be installed in accordance with safety requirements and regulations. If faulty devices or parts of equipment are found that are out of order, their repair or replacement is paid by the owner of the home.

IMPORTANT! During the term of the contract, in the event of a gas leak or leakage of connections, no maintenance or repair fees will be charged.

Filling in the act

After the inspection has been completed, a normative document, in which the received data is entered:

  • date and address;
  • subscriber data;
  • Name and positions of those who drew up the contract;
  • assessment of the technical condition of the HE;
  • information about the detected malfunctions;
  • advice on the subsequent operation of gas appliances.

The inspection report must be drawn up in three copies: for the owner of the home, the management company and the organization supplying gas. How often to carry out maintenance

VDGO must be checked at least once in a three-year period. The frequency of checks depends on the manufacturer's specific regulations. After the expiration of the service life specified in the documentation, the device can be operated further if it technical condition allows you to do this.

This can be confirmed or refuted by the appropriate checks, which in this case are carried out with the frequency of one check per year. If the manufacturer does not specify the warranty period for the use of gas equipment, its maximum probable period of operation is established - 15 years. 2. ORDERPERFORMANCEWORKS(SERVICES)

2.1. In order to fulfill the obligations assumed, the Contractor carries out (according to Appendix No. 1)
the following types of maintenance work (services):

Maintenance of external and internal gas pipelines, maintenance of gas-using equipment, maintenance of gas cylinder installations, emergency dispatch support - work on the localization of accidents and emergencies.

2.2. Maintenance work of the VDGO is carried out by the Contractor on weekdays from 8.30 am to 5.30 pm, or at other times as agreed by the parties, emergency dispatch support is available around the clock.

2.3. The Contractor notifies the Customer about the timing of the planned work (services) by posting ads, announcements through the media, informing by phone specified in the contract, by sending notifications.

2.4. If the Contractor is unable to perform planned works (services) due to lack of access to the VDGO, the Contractor shall re-notify and re-exit to the unserved facility. The Contractor shall not be liable for the technical condition of the Customer's gas equipment not serviced for the indicated reason.

2.5. Emergency works are carried out by the Contractor at the emergency request of the Customer. The customer immediately reports all emergencies and accidents in emergency service Contractor by phone 04.

2.6. Renovation work are performed on the basis of the Customer's repair request, the repair request can be submitted in writing or by phone with registration in the Contractor's journal.

2.7. After the provision of the work (services) provided for by this agreement, the parties sign an acceptance certificate for the work performed or another document (statement, etc.) confirming the fact of the work (services) performed (hereinafter referred to as the ACT). The customer is obliged to sign the act or declare the refusal to sign it, setting out a dissenting opinion in the act. In the absence of a reasoned refusal, the works (services) are considered accepted by the Customer and are payable on the basis of a unilateral act. In this case, the act of acceptance of the work performed must be handed over against signature to the Customer, or sent by registered mail with acknowledgment of receipt.

3. RIGHTSANDRESPONSIBILITIESPARTIES: 3.1. The contractor is obliged:

3.1.1. Provide timely and quality execution maintenance of VDGO in the amount and with the frequency specified in Appendix No. 1 to this contract.

3.1.2. The warranty obligations of the Contractor for the work (services) provided are valid for a period of 2 months. If justified claims for maintenance are presented during the warranty period, repeat maintenance free of charge.

3.1.3. Carry out timely and high-quality emergency dispatch support in accordance with applicable rules and regulations.

3.1.4. Inform through the media about interruptions in the gas supply in connection with the planned preventive work.

3.1.5. When carrying out maintenance of the Customer, re-instruct the Subscriber on

3.1.6. Provide the Customer with a formalized copy of the act of work (services) performed or another document (statement, etc.) confirming the fact of the work (services) performed.

3.1.7. If the Contractor receives information about the presence of a threat of an accident, gas leaks or an accident, including the receipt of such information in the course of work (provision of services) for the maintenance and repair of VDGO, the Contractor must immediately suspend gas supply without prior notice to the Customer when:

a) lack of draft in chimneys and ventilation ducts, violation of the tightness of the chimney of gas-using equipment;

b) the lack of air flow in the amount necessary for the complete combustion of gas when using
gas-using equipment;

c) malfunctions or interference in the operation of the household safety automation provided by the manufacturer
gas-using equipment (if such intervention entailed disruption of the functioning of these devices) when
the impossibility of eliminating such a malfunction;

d) use of VDGO in the presence of a gas leak that cannot be eliminated during maintenance;

e) use of faulty, disassembled and not subject to repair in-house or in-house gas equipment;

f) unauthorized connection of indoor and (or) indoor gas equipment to
gas distribution network.

g) malfunctions that cannot be eliminated in the process of maintenance in a group or individual installation of liquefied petroleum gas;

3.2. The contractor has the right:

3.2.1. Require the customer to fulfill the terms of this agreement on the maintenance and repair of the VDGO;

3.2.2. To visit the premises where in-house and (or) in-house gas equipment is installed when carrying out work (services) for the maintenance and repair of VDGO in compliance with the procedure for prior notification of the customer and agreement with the customer of the date and time;

3.2.3. Issue, in the cases established by the contract and current regulatory legal acts, written instructions to the Customer to eliminate the identified deficiencies.

3.2.4. In the event of maintenance or repair of the VDGO by third parties, the Contractor is not responsible for the technical condition of the VDGO and does not assume any warranty obligations.

3.2.5. Suspend gas supply without prior notice to the Customer in the event:

a) the occurrence or threat of emergencies on equipment or networks through which
gas supply is carried out;

b) the occurrence of natural disasters and emergencies, as well as, if necessary, their localization and elimination.

c) taking actions for the installation of gas pipelines of gas consumption networks and their technological connection to a gas pipeline of a gas distribution network or other gas source, as well as for connecting gas-using equipment to a gas pipeline or a tank, group or individual cylinder installation of liquefied hydrocarbon gases without observing the requirements established by law Russian Federation(unauthorized gasification);

d) failure to comply with the written instructions issued by the housing supervision (control) bodies in a timely manner to eliminate violations of the maintenance of in-house or in-house gas equipment;

e) reorganization of indoor and (or) indoor gas equipment carried out in violation of the legislation of the Russian Federation, leading to disruption of the safe operation of this equipment, smoke and ventilation ducts apartment building or home ownership.

3.3. The customer is obliged:

3.3.1. Pay for works (services) for the maintenance of in-house and (or) in-house gas equipment, as well as for the repair of in-house and (or) in-house gas equipment on time and in full;

3.3.2. Immediately inform the contractor by phone 04 about the malfunction of the equipment that is part of the in-house or in-house gas equipment, as well as about accidents, leaks and other emergencies arising from the use of gas;

3.3.3. Operate gas-powered equipment in accordance with those established for such equipment technical requirements, as well as immediately notify the contractor about the change in the composition of in-house and (or) in-house gas equipment;

3.3.4. Provide access for the contractor's representatives to the in-house and (or) in-house gas equipment for carrying out works (services) for the maintenance and repair of the specified equipment, as well as for stopping the gas supply in the cases provided for by this agreement;

3.3.5. Provide free access to the gasified premises of the Contractor's personnel after presenting a service certificate for inspection and maintenance of gas pipelines and equipment in work time, as well as to carry out emergency work to perform emergency dispatch support, the personnel of the Emergency Dispatch Service (ADS) - at any time of the day.

3.3.6. Inform the Contractor of works (services) about the timing of the resettlement of tenants from the dwelling to turn off the gas-using equipment. Inform the Service Provider about the periods of long absence of residents to turn off gas-using equipment, change the owner or user of a residential building, premises.

3.3.7. Strictly comply with the instructions for the safe use of gas and when meeting household needs (Appendix No. 4) and the requirements of the "Rules for the use of gas in terms of ensuring safety when using and maintaining indoor and indoor gas equipment when providing public services for gas supply", approved by the Decree of the Government of the Russian Federation from 05/14/13 No. 410 and other regulatory documents.

3.3.8. According to the instructions of the Contractor, to carry out with the involvement of a specialized organization on the basis of a separate contract, the performance of work:

On timely inspection, cleaning and repair of smoke and ventilation ducts (at least 3 times a year - (no later than 7 calendar days before the start heating season, in the middle of the heating season and no later than 7 days after the end of the heating season)

Works on technical diagnostics of VDGO;

3.3.9. If necessary, under a separate agreement, carry out:

Overhaul or reconstruction of gas pipelines and disconnecting devices, installation and dismantling gas meters and gas signaling alarms;

Replacement of gas-using equipment;

Preparation of design estimates for the reconstruction of VDGO;

Diagnostics of gas pipelines and VDGO.

3.3.10. Follow the instructions of the Contractor to eliminate violations identified during the maintenance of the VDGO.

3.3.11. Notify the Contractor by the phone numbers specified in the contract and on the official website of Oreloblgaz OJSC on the Internet or in another way, about the acceptable time for performing routine maintenance, if it is not possible to admit the Contractor's personnel to the admission in accordance with clause 2.2, clause 2.3 of this agreement time.

3.3.12. For complex gas equipment of imported production, conclude an agreement for technical and service maintenance with service center; with a specialized organization - for inspection and revision of gas equipment.

3.3.13. When engaging any other specialized organization to perform work on the repair or replacement of the VDGO, the Customer is obliged to call the representatives of the Contractor to carry out work to stop the gas supply to the gas-consuming equipment. Upon completion of work on the repair or replacement of VDGO, call the representatives of the Contractor for acceptance of work and start-up of gas into the equipment. In case of failure to comply with this paragraph, all responsibility for safe operation VDGO is assigned to the Subscriber.

3.4. The customer is prohibited from:

3.4.1. Use gas equipment with a rated capacity exceeding the maximum permissible loads determined by the project and in technical characteristics in-house engineering systems.

3.4.2. Operate VDGO in violation of the requirements of clause 3.1.7.

3.5. The customer has the right to demand:

3.5.1. Performing work (rendering services) for the maintenance and repair of VDGO in accordance with the terms of this contract;

3.5.2. Changes to the terms of the agreement on the maintenance and repair of VDGO in the part concerning the list of equipment (Appendix No. 1) that is part of the serviced in-house or in-house gas equipment, in the event of a change in the number and types of equipment included in it;

4. ORDERANDTIMEPAYMENTPERCOMPLETEDWORK

4.1. The cost of works (services) for the maintenance and repair of VDGO is determined in accordance with Appendix No. 1 to the contract at the prices (tariffs) of the Contractor's Price List (Appendix No. 3) in effect on the date of the work.

4.2. The price list by type of work can be found on the CONTRACTOR's website on the Internet ( http://www.orelgaz.ru).

4.3. Payment for works (services) under the contract by the Customer is made at the option of the Customer in the following ways:

4.3.1. Advance payments in accordance with Appendix No. 1 to the contract, by prepayment of the cost of work through the EXECUTOR's cashier or a credit institution, or a payment agent carrying out activities for receiving payments from individuals, or a bank payment agent operating in accordance with the legislation on banks and banking activities.

4.3.2. Directly upon the provision of work (services) by the Contractor, after the performance of maintenance work of the VDGO and the signing of the act (statement) of the work (services) performed by transferring cash Money, to the representative of the CONTRACTOR with the registration of a strict reporting form - a receipt for payment of services.

4.4. Repair work provided for in clause 3.3.9. of this agreement, technical inventory is made at the request and at the expense of the Customer for a separate fee at the prices (tariffs) of the "Contractor's" Pricelist in effect on the date of the work. Payment for the above work is made by the Customer upon the provision of services.

4.5. Emergency dispatching support for gas pipelines and equipment is carried out without charging a separate fee.

4.6. Work on disconnection and connection of in-house gas equipment is carried out by the Contractor at the request and at the expense of the Customer for a fee at the prices established by the Price List. Shutdown works due to unsatisfactory or emergency condition of VDGO are paid by the Customer to the Contractor in accordance with the Price List.

4.7. Repair work that is not included in the list (Appendix No. 2) of VDGO maintenance is carried out by the Contractor on the basis of a repair request submitted by phone, in writing or by e-mail by the Customer for an additional fee, determined by the prices (tariffs) of the Contractor's Price List valid for the date of the work, based on the volume of work performed.

4.8. The cost of emergency recovery work related to the elimination of the consequences of an emergency situation that occurred through the fault of the Customer is determined at the prices (tariffs) of the Contractor's Price List in force on the date of the emergency recovery work and is paid additionally based on the volume of work performed.

4.9. When fulfilling repair requests, the Contractor uses materials, spare parts and equipment available in the Contractor's warehouse, and in their absence, the obligation to provide them rests with the Customer. Materials, spare parts and equipment of the Contractor are paid by the Customer additionally.

5. A RESPONSIBILITYPARTIES

5.1. The Contractor is responsible for the quality of the work (services) provided in accordance with the legislation of the Russian Federation.

5.2 The parties are responsible for non-fulfillment or improper fulfillment of the terms of this agreement in accordance with applicable law.

6. FORS- MAJEURE.

6.1. The parties are released from liability for partial or complete failure to fulfill their obligations if their fulfillment is impeded by an extraordinary and unavoidable circumstance under these conditions (force majeure). In the event of force majeure circumstances, the Parties notify each other, while the deadline for fulfilling obligations is postponed in proportion to the duration of these circumstances.

7. TERMACTIONSCONTRACT

7.1. This agreement is valid from ________________ to ________________________

7.2. This agreement can be terminated unilaterally upon a written application from the Customer, upon full payment for the work (services) performed for the maintenance and repair of the VDGO, performed by the Contractor - upon concluding an agreement for the provision of works (services) for the maintenance and repair of indoor and indoor gas equipment The management company (home owner) with the Contractor, as well as other cases provided for by the legislation of the Russian Federation.

8. SPECIAL CONDITIONS

8.1 By signing the Agreement, the Customer confirms that, prior to the conclusion of the Agreement, he was timely provided with all the necessary and reliable information about the Contractor's services and the conditions for obtaining them in full, including the price list for the Contractor's services and orders for the use of increasing coefficients were provided for review.

With a copy of this contract, the Customer received an instruction (memo) on the safe use of gas and in meeting household needs.

8.2. The customer confirms that before the conclusion of the Agreement, he was provided with full information about the manufacturer of the materials used in the performance of work and services, ensuring the possibility of their the right choice, as well as complete information about the Contractor.

9. AGREEMENTONPROCESSINGPERSONALDATA

9.1. The customer, in accordance with the Constitution of the Russian Federation and the Federal Law of the Russian Federation "On Personal Data" dated 27.07.2006. No. 152-FZ, gives consent to the Contractor for processing, including collection, systematization, accumulation, storage, clarification (update, change), use, distribution (including transfer on the territory of the Russian Federation and cross-border transfer), blocking, destruction, depersonalization of its personal data (last name, first name, patronymic, address, passport number and information on the date of issue of the passport and the issuing authority; home, work and mobile phones; address Email), as well as the provision of his personal data to third parties.

9.2. The Customer agrees and permits the Contractor to combine personal data into the personal data information system and process the personal data specified in the Agreement using automation tools, as well as other software of the Contractor and (or) third parties to whom the Contractor may entrust the processing of the Customer's personal data on on the basis of an agreement concluded with such persons.

When transferring the specified data of the Customer, the Contractor warns the persons receiving personal data that these data are confidential and can be used only for the purposes for which they were transferred, and require these persons to comply with this rule.

9.3. The customer, in accordance with the Federal Law of July 27, 2006 No. 152 - Federal Law "On Personal Data", has the right:

To receive information about the availability of their personal data from the Contractor;

Familiarization with your personal data (except for the cases specified in clause 5 of article 14 of the Federal Law of July 27, 2006, No. 152 - Federal Law "On Personal Data").

Require the Contractor to clarify his personal data, block or destroy his personal data if the personal data is incomplete, outdated, inaccurate, illegally obtained or does not correspond to the purpose of processing;

Take measures provided by law to protect their rights.

9.4. The consent given by the Customer to the processing of his personal data is indefinite and comes into force from the date of signing this agreement.
