Regulations of the rkf on breeding work

As practice has shown, alas, many breeders and owners of males do not know how to properly document the mating itself and register the puppies. As a result, a situation arises when either the puppies are left without documents or the owner of the dog is unpaid. Let's try to figure out how and what needs to be done to avoid this.


Each breeder must be attached to a club, if there are several clubs in the city, then it is better to consult with friends about which one is better to join. To join the club, it is enough to pay a membership fee.

Before mating, in the first days of pitting, you need to go to your club to get directions for mating (Mating Act). To do this, you must bring with you a copy of the pedigree and a copy of the diploma from the exhibition or the Champion's certificate. With this direction, you can already go to the dog.

All mating conditions are negotiated before the trip, during initial negotiations with the owner of the dog. Immediately before the mating itself, they are negotiated again and indicated in the Mating Act. This is a guarantee, both for the breeder and for the owner of the dog, that after that, the owners of the manufacturer will not demand anything more, and the breeder will make a full calculation.

If an advance payment has been made, then the breeder must have in his hands a signed Mating Certificate, a copy of the dog's pedigree, a copy of the diploma from the show (very good or excellent) or champion certificate, brand. The stamp must contain the pedigree number and the signature of the dog's owner.

If the calculation is by a puppy or upon sale, then the breeder only has a signed Mating Act.

After mating, the breeder must submit the mating certificate to his club to enter the data in the stud book. The act must be handed over to the club within a week, after mating. Retroactively (i.e. after the puppies are born, the club may refuse to enter the mating record, and, therefore, the litter will remain undocumented).

After the birth of puppies, within three days, the breeder must inform the club (just call) about the fact of birth. If the settlement with the owner of the dog has not yet been made, the Breeder must inform him about the birth of the litter.

When the puppies are one month old, you need to contact the club again and agree on the day and time of registration, the club will also tell you which letter to come up with names for the puppies. If no calculation has been made for mating, then the breeder must inform the owner of the dog about the day, time and place of the registration.

The registration itself includes a dog handler's examination of the entire litter, the place of residence of the puppies, the mother of the puppies, and the branding of the puppies. A litter survey report is drawn up, puppy cards are filled in.

If the settlement with the owner of the dog has not yet been made, then it's time to do it. He is also obliged to provide his set of documents (a copy of a pedigree, a copy of a diploma or certificate, a stamp with the owner's signature and a pedigree number).

Only after registration and delivery of the full package of documents to the club, the litter is considered completed, and the puppies will receive the documents.

List of documents required for registration of a litter in RKF:


- Mating act(the brand of the manufacturer must be pasted with the signature of its owner and indication of the pedigree number) (a sample of the brand is shown in the photo);
- Litter registration applications;
- Puppy metric for each puppy;
- a copy of the manufacturer's pedigree;
- a copy of the diploma from the exhibition or the certificate of the champion of the manufacturer;
- a copy of the pedigree of the sire;
- a copy of the diploma from the exhibition or the certificate of the champion of the producer.

How to avoid misunderstandings and not be deceived.


If you are a breeder:

Before you go to mating, inquire about a potential groom. Who is he, where is he from, if someone got involved with him, then ask not only the groom, but also his owner.
- Check the dog's documents (BEFORE MATTING) - pedigree and diploma from the show (for now, just make sure that they exist, since until the calculation is made, no one will give them to you).
- If in doubt, do not be lazy, look at the brand and check with the pedigree.

Perhaps all these preparations will seem strange, but there have already been cases when, when calculating, the breeder received a copy of the pedigree, which for verification turned out to be usually a piece of paper that had no validity. Or the owner provided someone else's pedigree, with blurred numbers. Or a person came to mate with a dog named N, and after the calculation, it turned out that the male N lives in another city with other owners. The result is puppies without documents. Even if everything is arranged as it should be, then after finding out the deception, the pedigree of the puppies will be replaced with a registered one. And the owners will make claims to the breeder, and not to the owner of the dog. Of course, all this does not apply to renowned manufacturers, whose children can be seen at many exhibitions and not in the last rows. This does not apply to those males that you met at the show. It makes no sense for the owners of these manufacturers to deceive you.

If you are the owner of the manufacturer:

The presence of a referral from the club is already a guarantee that the breeder is admitted to breeding, but you retain the right to see the pedigree of the girl.
- stipulate the terms of payment before MITTING, be sure to write them down in the Mating Act. Usually the owner of the bitch comes with one Act, but nevertheless, fill in one more copy, let it stay with you.
- do not give your documents until they have settled with you. Even if the owner of the bitch insists and gives different reasons. You are NOT OBLIGED and SHOULD NOT return the documents until you are settled.
- agree to mating for a puppy with nonresident, if you are sure of the owner of the breeder, if in doubt, if you are not familiar with this person, no one can vouch for him, then agree only to prepayment.
- never give your pedigree to anyone, only when paying for mating and registering for an exhibition. In all other cases, if it becomes necessary to give a copy of the pedigree, paint over, smear, erase all numbers of the pedigree.
- keep a register of mating, write down the names of the breeders, the coordinates of the owners, if known, the number of puppies born and their names.

I.GENERAL PROVISIONS

This Regulation is drawn up in accordance with the FCI Regulation on breeding and in compliance with the principles of humane treatment of animals.
The regulation on breeding work is mandatory for all organizations of the RKF system, breeders and owners of stud dogs.
Pedigree work is carried out with purebred dogs registered in the Unified All-Russian Pedigree Book of the RKF, other FCI member organizations, as well as in the pedigree books of AKC, KC, CKC *.
Breeding regulations should promote the breeding of functionally healthy dogs with adequate behavior
Applications are an integral part of this Statement.

II. ORGANIZATION OF BREEDING WORK

Breeding work in the RKF is carried out by canine organizations and kennels registered with the RKF.
Kennel organizations and kennels are obligatory to conduct:
1.book of registration of mating and puppies.
2. examination, branding and microchipping of puppies, issuance of documents on the origin of puppies - puppy metric (see);
3. registration of applications for registration of litters (see);
4. registration of breeding documentation (see).

III... SELECT BREEDING REQUIREMENTS

National breed clubs - NKP RKF do not conduct breeding work, but they can develop a breeding regulation, which takes into account the specifics of the breed, with further consideration at the Breeding Commission of the RKF and approval by the Presidium of the RKF. For dogs that have fulfilled the relevant requirements of the NKP RKF, a breeding certificate / kercard is issued, which is the basis for registration of a pedigree with a mark "The requirements of the Tribal Regulations of the NKP RKF are fulfilled."

IV... RKF REQUIREMENTS FOR ADMISSION OF DOGS FOR BREEDING USE

1. Dogs with certificates of origin RKF, FCI, AKC, KC, CKC are allowed for breeding use.
2. Dogs with an exterior mark of at least "very good", obtained at the official certificate exhibition of the RKF (the official exhibition is considered to be published in the calendar of exhibitions of the RKF) or the International Dog Show FCI, are allowed for breeding use. Owners of breeding dogs must submit the original of the diploma once.
3. For breeds with a working class according to FCI and RKF (except for hunting breeds), it is necessary to successfully pass the RKF test or test under the "obedience" section of any type of training recognized by the RKF (OKD, KS, KD, IPO, VPG, BH, Obidiens).
4. For the breed German Shepherd, East evropean shepherd dog must successfully pass tests of any type of training recognized by the RKF
(OKD and ZKS, KS, KD, IPO, VPG)
5. For dogs of departmental kennels, trained in special services, a certificate of passing departmental tests is required.
6. RKF recommends to admit the breeders to breeding 6 times during the period of breeding use, the interval between the birth of puppies should not be less than 6 months. If the interval between births of puppies is less than 6 months, the litter remains without pedigrees.
7. The age limit for breeding bitches on the recommendation of the RKF does not exceed 8 years.
8. The male can be used as a breeding sire with no age restrictions.
9. Dogs can be used for breeding when they reach physiological maturity, for bitches not earlier than 2nd estrus: RKF recommends the use of producers in breeding

Puppies born to such breeders receive a pedigree with a mark "The requirements of the Tribal Regulations are metFCI».

VI... BREEDER

1. A breeder is a person in whose possession (rent, co-ownership) the bitch is in the period from the moment of mating to the moment of the final act of the litter.
2. In the case of buying a mated bitch, subject to mutual settlements with the previous breeder, the ownership of the bitch is formalized at the time of purchase with the application of all required documents and the transfer of the rights of the breeder.
3. Renting a dog for breeding use is made out
a written lease agreement between the landlord and the tenant indicating all special conditions (see)
4. The lease agreement is an integral part of the set of documents required for the registration of a litter.
5. Registration of a co-ownership is similar to a lease.
5. The breeder has the right to register his factory prefix in RKF-FCI and in this case becomes protected from the use of this prefix by other breeders.
6. In the nicknames of all puppies born to a breeder with a registered prefix, there is the name of this factory prefix.

Vii... PROCEDURE FOR REGISTRATION OF FACTORY BOX

1. The factory prefix is ​​registered through the organizations - members of the RKF.
2. Factory prefix as component The dog name is used by the breeder for all dogs he bred, regardless of breed.
3. Factory prefix names are registered with FCI through RKF only for breeders residing in Russia. Applications for registration of the names of nurseries or factory prefixes in the FCI are submitted on special RKF forms and contain 2 options, in order of preference. (cm.) The number of characters in the name of the factory prefix cannot exceed 15 characters with intervals.
4. The breeder has the right to refuse a previously registered factory prefix, but after such a refusal he has no right to count on the registration of another name.
5. The registered factory prefix is ​​canceled:

  • if the breeder has not been breeding for 10 years
  • in the event of the death of the breeder, if the right to the factory prefix has not been transferred to relatives (heirs)

6. A change in the owner of a factory set-top box is registered in the RKF upon a written application from the previous owner of the set-top box, which indicates the name and address of the new owner. The original certificate of the factory attachment of the previous owner is attached to the application.

VIII... BREEDING NURSERY

1. A cattery can be registered by a breeder who is at least 18 years old, who has a factory prefix registered in the FCI and has a zootechnical or veterinary education, or the title of a judge of the RKF for breeds, or a certificate of completion of courses (judges, breeding instructors, breeders, breeders, dog handlers).
2. The nursery is created on the basis of the broodstock. To form a kennel, its owner must own at least one breeding bitch.
3. The owner of the kennel works with the RKF through organizations - members of the RKF.

IX. CALCULATIONS BETWEEN MANUFACTURER OWNERS

1. Terms of mating and mutual settlements between the owners of producers must be agreed upon before mating and formalized by the mating act.
2. After mating, the owner of the male gives the breeder a certificate of breeding service (brand) of the established sample, signs it, without which the mating act cannot be registered in the RKF.
3.All financial disagreements between the owners of manufacturers are resolved only in court.

X... PROCEDURE FOR REGISTRATION OF MATRIES AND BIRTH OF PUPPIES

1. Completed mating must be formalized by a mating act of a special sample (see), signed by the breeder and owner of the stud dog.
2. If the bitch was mated abroad, then the litter is entered into the pedigree book of the RKF, provided that the documents will be accompanied by: a copy of the document of origin foreign manufacturer, BITTING ACT OF THE INTERNATIONAL MODEL (see), confirming the fact of mating.
3. If it is officially established and documented that the bitch is mated with 2 or more males, the documents for the litter are not issued.
4. Dog owners are advised to keep a mating book.
5. In each cynological organization and kennel there is a book of mating and puppies. The book must be laced and numbered. An entry in the book of mating and puppies is made strictly according to the dates of mating.
6. Each cynological organization and kennel hands over before April 1 of the current year a copy of the book of mating and puppies for the last year to the federation, where it is registered.
7. To replenish the RKF database, cynological organizations and kennels are sent to the federation, where the following documents are registered:

  • mating act
  • litter registration application

XI... LITTER SURVEY AND QUALITY CONTROLGROWING

1. Inspection of litters is an essential element of control over pedigree breeding of dogs in RKF.
2. Cattery owners can independently inspect their litters and are fully responsible for the quality of their litters.
3. The breeder is given the right to independently assess and reject defective newborn puppies, if necessary, he can call a specialist from the canine organization or the NCP for consultation.
4. Persons (instructors) with a zootechnical or cynological education have the right to inspect litters. The breeder is obliged to provide the instructor with the opportunity to control the litter, bitch, and growing conditions.
5. Proper maintenance of pedigree dogs and raising puppies should be ensured in conditions of adequate feeding, communication with humans and sufficient space.
6. When raising puppies, the breeder should regularly deworm the puppies and vaccinate them in a timely manner.
7. Examination of litters is carried out for all breeds not earlier than 45 days of age of puppies (subject to all erupted milk teeth), in the presence of their mother, at the breeder.
When using a wet nurse, puppies are examined under the nurse.
8. The litter inspection certificate is signed by the breeder and the instructor only on condition that all puppies have been branded.
9. The act of mating, the act of examination and the application for registration of the litter must be submitted to the RKF no later than 6 months after the birth of the puppies. If the acts of mating and examination and the application for registration of the litter are submitted later than 6 months after the birth of the puppies, the fee for registration of the litter is increased by 5 times. If the acts of mating and examination and the application for registration of the litter are submitted later than 12 months after the birth of the puppies, the fee for registration of the litter is increased by 10 times. If the acts of mating and examination and the application for registration of the litter are submitted after 18 months from the date of birth of the puppies, they are not subject to registration (the litter remains without pedigrees)
9. If necessary, RKF has the right to send representatives to control the nursery.

XII... BONDING AND MICROCHIPPING

1. All dogs in the RKF system must have a stamp.
2. Branding is carried out by representatives of territorial cynological organizations or kennels.
3. The brand is placed in the ear or groin of the dog.
4. To obtain the stamp code, be sure to fill out an application for registration / re-registration of the stamp code in the RKF (see)
5. The microchip is an addition to the mark and is implanted by a veterinarian.

XIII... REGISTRATION AND ISSUE OF DOCUMENTS OF ORIGIN

1. The primary document of origin is the puppy's metric, which is filled in by the cynological organization or the owner of the kennel and signed by the person responsible for breeding work on the basis of the litter survey report, certified by the seal of the canine organization or kennel.
2. The puppy's metric contains the following information: breed, full name of the puppy, sex, color, full date of birth, code and brand number, surname and address of the breeder and owner of the puppy, information about the origin (father, mother, numbers of their pedigrees, colors). (cm. )
3. Nicknames of litter puppies must begin with one letter, the name of the kennel (factory prefix) is included in the nicknames of all puppies born in the kennel, and is placed before the nickname, and if the name begins with the prepositions "from", "from", "from" , "co" - after the nickname. The same nickname in combination with the name of the cattery can be repeated only after 30 years. Maximum amount characters in the nickname (including the name of the nursery / factory prefix and spaces) - forty characters.
4. The puppy's metric does not give the right to pedigree use of the dog and must be exchanged for a certificate of origin (pedigree) of the RKF before the dog reaches the age of 15 months.
5. The certificate of origin of a single sample of the RKF contains the emblems of the FCI and RKF and is a certificate certifying the origin and not the quality of the dog.
6. Registration of the certificate of origin is carried out by the RKF on the basis of the puppy's metric.
7. RKF issues the following options certificates of origin:

  • certificate of origin for Russian language for use on the territory of Russia
  • RKF REGISTRATION CERTIFICATE (PEDEGREE) - issued to Russian citizens in exchange for a certificate of origin in Russian, filled in Latin letters, has the same number and is mandatory for use in the country at all events and outside Russia
  • CERTIFIED EXPORT PEDIGREE RKF - issued when a dog is exported from Russia in exchange for a certificate of origin in Russian, filled in Latin letters, has the same number

9. Register certificates of origin are obtained by the descendants of dogs who do not have 3 generations of ancestors registered in the Pedigree Book of the RKF.
10. A change in the owner of a dog is registered in the RKF upon a written application from the previous owner of the dog, which indicates the name and address of the new owner, based on the original certificate of origin (see)
11. Co-ownership is entered into the certificate of origin only if there is a co-ownership agreement. (cm.)
12. In case of loss of the certificate of origin, on the basis of the application of the owner of the dog, a duplicate may be issued, (see).
The lost certificate of origin is considered invalid, as reported in the RKF Bulletin.
13. If the dog is brought from abroad, it is necessary to register its certificate of origin in the unified All-Russian pedigree book of the RKF, for registration it is necessary to submit to the RKF only the export version of the certificate of origin and the certificate of ownership.
14. If a foreign dog or bitch is rented in Russia, for registration of litters from these producers, a lease agreement is required indicating the lease term, lease terms, address and contact phone number of the lessor.
For rented dogs, registration with the RKF of the original certificate of origin is required or a copy of the certificate of origin certified by the head canine organization of the country.

XIV... UNIFIED ALL-RUSSIAN PEDIGREE BOOK RKF (EURK RKF)

1. EURK RKF is the basis for breeding dogs. The information it contains should be as extensive as possible.
2. When entering new data into the RKF EURK, at least 3 generations of ancestors registered in the pedigree books recognized by the RKF or FCI must be indicated, indicating the nicknames, studbook numbers, brands, colors, estimates obtained, results of tests passed, titles received. On the recommendation of the NCP, additional information can be entered into the RKF EURK.
3. Register pedigree book of the RKF is part of the EURK RKF.
The Registered Pedigree Book also includes dogs with unrecognized RKF or FCI pedigrees or without pedigrees, provided that their breed standard is met. Compliance with the standard must be established by the description of the dog by at least two judges certified for this breed, on a special form with a score of at least “very good.” (See) The judge must make sure that the dog has a brand or microchip. The descriptions for the dog are accompanied by 2 photographs, head and body in profile, head in full face)
Descendants of dogs included in the "Registered Pedigree Books", upon reaching the full three generations, are transferred to the Pedigree Book of the RKF.
3. Upon joining, a new canine organization must provide a registration book for mating and puppies, applications for litter registration (general litter cards) for all years from the date of foundation.

Xv... SANCTIONS

1. For late submission to the RKF of documents for registration of litters, the right of territorial canine organizations to conduct breeding work may be temporarily suspended.
2. For violation of this Regulation by breeders, the RKF may impose the following sanctions:

  • warning
  • rebuke
  • registration of a litter with a temporary ban on the continuation of breeding activities for the mother of puppies
  • refusal to register a litter
  • temporary ban on breeding
  • indefinite ban on breeding

3. For the use of infected breeding producers, leading to the spread of infectious diseases, various sanctions may be imposed on their owners, up to a ban on breeding.
4. The Breeding Commission of the RKF considers the received statements of violations of this Regulation in the presence of interested parties, or if there is a written explanation from both parties. In the absence of explanations, the breeding commission has the right to make a decision on its own.
5. Violations of the rules for breeding work by canine organizations, including breeders and kennel owners, include:

  • unsatisfactory keeping of breeding animals and unsatisfactory rearing of young animals

RKF regulations on breeding work

I. GENERAL PROVISIONS
1. This Regulation is drawn up in accordance with the Regulation of the International Cynological Federation (FCI) / Federaration Cinologique International (FCI) on breeding and in compliance with the principles of humane treatment of animals.
2. Regulations on breeding work are mandatory for all organizations of the RKF system, breeders and owners of stud dogs. The RKF system is a form of organization of the RKF, which includes the RKF itself, Federations - members of the RKF, clubs - members of Federations, breeders and owners of cattery names.
3. Breeding work is carried out with purebred dogs registered in the All-Russian Unified Pedigree Book of the RKF (hereinafter referred to as VERK), other member organizations of the ICF / FCI, as well as in the pedigree books of AKC (American Kennel Club), KC (English Kennel Club) , CKC (Canadian Kennel Club), Kennel Club of New Zealand, Australian Kennel Club.
4. Regulations on breeding work promote the breeding of functionally healthy dogs with adequate behavior.
The implementation of this provision is under the control of the Breeding Commission of the RKF.
5. Appendices are an integral part of this Statement.

II. ORGANIZATION OF BREEDING WORK
1. Breeding work in the RKF is carried out by clubs and owners of cattery names registered with the member federations of the RKF.
2. The club or the owner of the cattery's name without fail and within the established timeframe:
a) maintains the Book of registration of mating and puppies;
b) conducts compulsory branding of puppies;
chipping is done at the request of the breeder or owner,
c) conducts surveys of litters and prepares breeding documentation - Application for registration of a litter and a survey report, primary documents on the origin of puppies - Puppy metric (see attachments);
e) submits to the RKF the pedigree documentation for the registration of litters in VERK (see attachments).

III. RKF REQUIREMENTS FOR ADMISSION OF DOGS IN BREEDING
1. Dogs with a certificate of origin RKF, FCI, AKC, KC, CKC, NZ, ANKC are allowed for breeding.
2. Dogs are allowed for breeding if they have received an assessment for their exterior not less than “very good” at the official certificate exhibition of the RKF (the official exhibition is the exhibition published in the calendar of exhibitions of the RKF) or the International exhibition MKF / FCI. The owner of the dog takes the original of the diploma once when registering the first litter in the RKF.
For puppies from parents, at least one of which has a non-standard color, certificates of origin are not issued. This requirement does not apply to dogs of officially recognized color on the territory of Russia, provided that the conditions for admission to breeding and restrictions established for them are met.
3. For admission to breeding of dogs of breeds that have compulsory working tests according to the ICF / FCI and RKF classification, successful passing of the test or trial is required.
4. To be admitted to breeding German Shepherd dogs, it is necessary to successfully pass tests in one of the following disciplines: IPO 1-3, IPO-FH, IPO ZTP, IPO-MR, IPO-R, OKD + ZKS.
In addition, a HD research certificate (grade -A, -B or -C) is required to be admitted to breeding dogs of the German Shepherd breed.
For dogs born from 01/01/2017, an ED study certificate (degree 0,1,2) is required.
5. For dogs of the East European Shepherd breed, born from 01.04.2016, for admission to pedigree breeding, it is necessary to successfully pass tests in one of the following disciplines: IPO 1-3, IPO-FH, IPO ZTP, IPO-MR, IPO- R, OKD + ZKS.
In addition, to be admitted to breeding dogs of the East European Shepherd breed, it is necessary to have a HD research certificate (degrees -A, -B or -C) and ED (degrees 0,1,2,).
6. For American Bulldog dogs born after 09/01/2017, in order to be admitted to breeding breeding, it is necessary to successfully pass dog behavior testing for admission to breeding or successfully pass tests in one of the following disciplines: OKD, obedience 1-3, UPr 1-3, KC or BH / VT.
In addition, for admission to breeding dogs of the American Bulldog breed, you must have a certificate of HD (grade -A, -B or -C) and ED (grade 0,1,2,).
7. For Rottweiler dogs born after 09/01/2017, to be admitted to breeding, it is necessary to successfully pass tests in one of the following disciplines: OKD, BH / VT, IPO 1-3, IPO-MR, IPO ZTP, IPO- FH, IPO-R, HWT-TS, IHT - TS, UPr 1-3.
In addition, for admission to breeding of dogs of the Rottweiler breed, a certificate of HD (grade -A, -B or -C) and ED (grade 0,1,2,) is required.
8. For dogs belonging to departmental kennels and trained by special services, a certificate of passing departmental tests is required.
9. In the RKF system, sires are allowed to breed seven times during the period of breeding use. It is allowed to obtain two litters in a row, provided that there is at least a 6-month interval between litters, with mandatory requirement to the breeder so that the next litter can be received no earlier than 300 days after the birth of the puppies of the previous litter. Repetition of this scheme is permissible. If the interval between births of puppies is less than six months or less than 300 days (after the birth of two litters in a row), the litter submitted for registration is not registered with VERK and pedigrees are not issued for it.
10. The age limit for breeding use of sires should not exceed 9 years.
11. The male can be used as a breeding sire with no age restrictions.
12. Dogs can be used for breeding:
Bitches (not earlier than 2nd heat):
- large breeds - from 18 months on the date of mating;
- breeds of medium and small sizes - from 15 months on the date of mating;
Males recommended age:
- large breeds from 18 months;
- medium-sized breeds - from 15 months;
- small breeds - from 12 months.
In the list of breeds, the letter "k" denotes large-sized breeds, the letter "c" - medium-sized breeds, and the letter "m" - small-sized breeds. (see Attachment)
13. Dogs are not allowed in breeding:
A.) having a primary register Certificate of Origin (extract from the Register Book of the RKF) with missing information about parents and ancestors and the stamp "Tribal use is not subject".
B.) dogs with congenital deformities.
14. Obtaining a diploma or a certificate of origin of producers after the birth of a litter is not a basis for refusing to register a litter and issuing certificates of origin.

IV. BREEDER
1. A breeder is a person who has reached the age of 18, in whose possession (rent, co-ownership) the bitch is in the period from the moment of mating to the moment of the final act of the litter.
2. In the case of buying a mated bitch, the breeder is the person who owns the bitch at the time of birth of the puppies.
Ownership is formalized with the attachment of all the necessary documents and the transfer of the rights of the breeder.

V. KNITTING. ACT OF KNITTING.
1. The fact of mating dogs (initial and control) is certified by the owner of the dog, the owner of the bitch and, if present, by the mating instructor, and is compulsorily drawn up by the Mating Act on the form approved by the RKF sample (see attachment) on the day of mating.
2. Immediately before the implementation of the mating of dogs (initial and control), the owners of the bitch and the male and, if present, the mating instructor, must identify the male and the bitch by the marks (or microchip) on them.
3. After identification, mating of a male with a female is carried out.
4. Immediately after mating the dogs, the owners of the male and female and, if present, the mating instructor, draw up and sign the Mating Act on the form approved by the RKF in 3 copies (one for the dog owners and one for the mating registration in the Mating Registration Book and puppies of the club / kennel and further transfer for registration of the litter in the RKF). Owners of the male and female dogs and, if present, the instructor must legibly fill in all the fields in the Mating Certificate.
5. The owner of the male immediately after completing and signing the Mating Certificate in 3 copies is obliged to provide the owner of the mated bitch with copies of the dog's documents (pedigree, show diplomas, certificates confirming titles, passing training, testing) necessary for registering mating and litter of puppies of this breed.
6. Dog owners are required to certify their signatures on the mating certificate at a notary or at the canine club / kennel of the RKF system, in which the mating is registered.
7. The conditions for mating according to the calculations and financial obligations between the owner of the dog and the owner of the bitch are determined in a separate agreement according to the rules established by the Civil Code of the Russian Federation.
8. Any disagreement between the owners of a dog and a bitch does not fall within the competence of the RKF and are resolved only in court.

Vi. PROCEDURE FOR REGISTRATION OF MATRIES AND BIRTH OF PUPPIES
1. Each cynological organization (club) or the owner of the kennel name maintains a registration book for mating and puppies according to the model approved by the RKF (see appendix). In the Book of registration of mating and puppies, the sheets must be numbered, laced and sealed with the seal of the canine organization (club) or kennel.
2. Responsible person the canine organization (club) or the owner of the kennel name must, by April 1 of the current year, submit to the reception of the federation, where he is registered, the original of the Registration Book of mating and puppies for redemption with a stamp of the federation indicating the date, as well as for delivery to the Federation and the relevant commissions a copy of the sheets of the book of mating and puppies for the last year.
3. The owner of the bitch - a member of the club is obliged to provide the club with the original completed and signed by the parties of the Mating Act with the copies of the documents for the dog received from the owner of the dog and the documents for the bitch attached by the owner of the bitch necessary for registering this mating in the Club's mating and puppies registration book and information about previous litters. The person responsible for keeping the Club's mating and puppy registration book is obliged to make an entry in the mating book from the date of receipt from the owner of the bitches of the original Mating Certificate and copies of the male and female documents necessary for registering the mating and litter of puppies of this breed in the club and VERK.
4. The owner of the bitch - the owner of the kennel name is obliged to make an entry about the mating in the mating and puppies registration book of the kennel on the day of mating on the basis of the original Mating Certificate completed and signed by the parties and copies of the male and female documents required for registration of mating and litter of puppies of this breed in VERK ...
5. If the mating of a bitch was carried out with a male belonging to a foreign owner, then an entry on the mating in the registration book of breeding and puppies of the club or the owner of the name of the kennel must be entered in the above terms, and with the obligatory condition that to the completed and signed by the owners of the male and female An international mating certificate (see annex) confirming the fact of mating, copies of the export pedigree of a foreign stud dog, owner's certificate, if such is provided for in the country of birth of the stud dog, exhibition diplomas, certificates confirming titles, training are attached. , tests required for registration of mating and litter of puppies of this breed in the club / owner of the kennel name and VERK.
6. It is possible to mate a bitch with several breeders in one estrus, subject to prior approval of the Breeding Commission of the RKF.
7. The owner of the dog is recommended to keep a book of breeding of the dog belonging to him.
8. In case of non-compliance with the requirements set forth in Articles V and VI of these Regulations, the RKF has the right to suspend the registration of breeding and birth of puppies or refuse to register the breeding and birth of puppies.
9. Litters born and bred outside of Russia are not subject to registration.

Vii. SURVEY OF LITTERS AND QUALITY CONTROL OF THEIR GROWING
1. Inspection of litters is an essential element of control over pedigree breeding of dogs in RKF.
2. Owners of cattery names can independently inspect their litters and are fully responsible for the quality of their litters.
3. The breeder is given the right to independently assess and reject defective newborn puppies, if necessary, he can call a specialist from the canine organization or the NCP for consultation.
4. Persons (instructors) who have a zootechnical or cynological education and / or have the title of judge for the respective breeds have the right to examine the litters. The breeder is obliged to provide the instructor with the opportunity to control the litter, bitch, and growing conditions.
5. Proper maintenance of pedigree dogs and raising puppies should be ensured in conditions of adequate feeding, communication with humans and sufficient space.
6. When raising puppies, the breeder should ensure regular and timely deworming and vaccination of puppies.
7. Examination of litters is carried out for all breeds no earlier than 45 days old and no later than 3 months (provided that all milk teeth have erupted), in the presence of their mother, at the breeder. When using a wet nurse, puppies are examined under the nurse.
The club instructor or the owner of the kennel name must:
- identify the manufacturer by the brand (or microchip) indicated in her Certificate of Origin (pedigree);
- examine the litter in its entirety, and only if all the puppies have been branded;
- if a tribal marriage is identified at the time of examination (disqualifying defects, anomalies and defects of anatomy and development, deformities of any kind, non-standard color, absence of testicles / testes in the scrotum and other abnormalities), as well as any temporary defect that can be corrected with age, make in the Inspection Report and the puppy's metric a corresponding note about culling or re-examination, indicating the reasons and term (see attachments. Application for registration of a litter, Puppy metric).
For culled puppies of non-standard color, a Certificate of Origin is issued (extract from VERK, pedigree) with an indication of the color in the column - “non-standard” and with the stamps “The color is not recognized by the FCI / FCI” and “Not subject to breeding”.
8. The litter inspection certificate is signed by the breeder and the instructor only on condition that all puppies have been branded.
9. The act of mating, the Application for registration of the litter and the Act of examination of the litter with the necessary copies of documents for the producers must be transferred to the RKF.

VIII. BRANDING
1. All dogs in the RKF system must have a stamp.
2. Branding of puppies is carried out by the persons responsible for branding of the territorial canine organizations or the owners of the names of the kennels.
3. The brand is placed in the ear or groin of the puppy.
a) The stamp consists of two parts - an alphabetic three-digit code, which is assigned in the RKF to public canine organizations (clubs) and the owners of the names of kennels and the digital part, separated by a space. First, males are branded, then females.
All puppies, born dogs that are in the possession of the owner of the name of the cattery must be branded only with the stamp attached to the name of the cattery and the code of the stamp assigned to the club cannot be used.
b) The digital part of the stamp must begin with the number 1 and go in ascending order, strictly observing the step of one number. In the book of mating and puppies of the owners of the names of kennels and clubs, the numbering of stamps is continuous, regardless of the breed.
c) For cynological organizations and owners of kennel names that have a stigma code and re-registered with the RKF in 2010, it is possible to continue the numbering, but in the approved format. **
d) It is forbidden to use symbols other than letters and numbers to mark dogs, add letters before or after numbers, or additionally add the numbers of the year.

4. To obtain the stamp code, the head of the canine organization or the owner of the kennel name must fill out an Application for registration / re-registration of the stamp code in the RKF (see appendix).

IX. REGISTRATION AND ISSUE OF DOCUMENTS OF ORIGIN
1. Registration of a document of origin (pedigree) is carried out in the canine organization of the country on the territory of which the dog was born
2. The primary document of origin is the puppy's metric, which is filled in by the canine organization (club or the owner of the kennel name), signed by the breeder and responsible for the breeding work on the basis of the Litter Inspection Act, certified by the seal of the canine organization (club or owner of the kennel name). The puppy's metric is issued only in a printed form on a computer or typewriter.
3. The puppy's metric contains the following information: the name, address and phone number of the canine organization (name of the kennel) that issued the puppy's metric, breed, full name of the puppy in Russian, full date of birth, gender, color, code and stamp number on the puppy, as well as chip entered at the request of the owner or breeder, information about the origin (father, mother, numbers of their certificates of origin, colors), full name and postal code address of the breeder, full name and postal code address of the owner of the puppy (see appendix).
4. An application for registration of a litter and a litter survey report shall be filled in by the canine organization (club or owner of the kennel name), which indicates the date of birth of the litter, the date of examination of the litter, the number of puppies, the number of puppies left for revision, rejected. An application for registration of a litter is signed by the breeder indicating the full postal address of the breeder, responsible for branding, the head of the canine organization who examined the litter, the instructor of the club (owner of the kennel name), while the application for registration of the litter indicates the code of the stamp belonging to the dog organization (club or owner of the kennel name), which conducted a survey of the litter. This statement must be certified by the seal of the same organization.
Litter puppies' nicknames must begin with one letter. The names of puppies should not contain numbers, punctuation marks, and the repetition of words is not allowed. The name of the kennel (factory prefix) is included in the nicknames of all puppies born in the kennel and is placed before the nickname, and if the name of the kennel (factory prefix) begins with the prepositions "from", "from", "from", "from", etc. P. (in Russian and foreign languages) - after the nickname. The same nickname in combination with the name of the nursery (factory prefix) can be repeated only after 30 years. The maximum number of characters in a nickname (including the name of the nursery / factory prefix and spaces) is forty characters.
In the act of examining the litter, males are indicated first, then females. The numbers of the stamps must go in order. The numbering of chips can be arbitrary.
5. The puppy's metric does not give the right to pedigree use of the dog and must be exchanged for an extract from the VERK (certificate of origin of the dog).
6. An extract from the VERK (certificate of origin of the dog) of a single sample of the RKF contains the emblems of the FCI / FCI and RKF and is a certificate certifying the origin, not the quality of the dog.
7. After the registration of the dog in the VERK, at the request of the owner, an extract from the VERK (certificate of origin of the dog) can be issued:
- in Russian - issued to citizens of Russia for use at national events within the territory of Russia;
- on the English language- issued to Russian citizens for use at national and international events both in Russia and abroad;
8. In case of transfer of the dog or the move of the owner with the dog to permanent place residence outside Russian Federation, the dog is subject to registration in the studbook of another country, the owner is issued / changed an extract from the VERK (certificate of origin of the dog) in English with the mark EXPORT PEDIGREE.
9. Extracts from the Register Pedigree Book of the RKF, which is part of the VERK, (register certificates of the origin of the dog) are received by the descendants of dogs who do not have 3 generations of ancestors registered in the VERK.
10. The change of the dog's owner is entered into the VERK with the issuance of a new extract from the VERK (certificate of origin of the dog) upon submission of a completed and personally signed Application (see the form) from the previous owner of the dog, copies of the pages of his passport containing data on the surname, name, patronymic and the place of registration, the original extract from the VERK (certificate of origin of the dog).
11. Information on co-ownership of a dog is entered in the VERK and in the extract from VERK (certificate of origin of the dog) upon presentation of a completed and personally signed agreement on co-ownership by the parties (see the form). The parties are obliged to certify their signatures on the Co-Ownership Agreement with a notary or in a canine club of the RKF system, or attach copies of the passport pages containing information on the last name, first name, patronymic and place of registration of the co-owners to the Co-Ownership Agreement, subject to the consent of the parties to the use of their personal data.
12. In case of loss of an extract from the VERK (certificate of origin of the dog), a duplicate of it may be issued upon submission of the Application (see the form) from the owner of the dog with copies of the pages of his passport containing data on the surname, name, patronymic and place of registration. When issuing a duplicate of an extract from the VERK (certificate of origin of the dog), the lost extract from the VERK (certificate of origin of the dog) is considered invalid.
13. If the dog is brought from abroad and has a pedigree corresponding to Chapter 1, clause 3, it is necessary to register its certificate of origin with VERK. For registration, it is necessary to submit to the RKF only the export version of the certificate of origin and the certificate of ownership, if such is provided for in the country of birth of the dog.
14. If a foreign dog or bitch is rented in Russia, for registration of litters from these producers, a lease agreement is required indicating the lease term, lease terms, address and contact phone number of the lessor.
For rented dogs, registration with the RKF of the original certificate of origin is required.
15. Changes to the pedigrees concerning the size, color or coat of the dog are made after the presentation of the description from the show or upon presentation of the description form, carried out by the breed judge, when viewed at the club, and certified by the club's seal.

X. ALL-RUSSIAN UNIFIED PEDIGREE BOOK RKF (VERK)
1. VERK is the basis of purebred breeding of dogs. The information it contains should be as extensive as possible.
2. When entering new data into the VERK, at least 3 generations of ancestors must be indicated, registered in the pedigree books recognized by the RKF or FCI, indicating the nicknames, numbers of herd books, brands, colors, grades and titles received, and the results of tests passed.
3. The register pedigree book of the RKF is part of the VERK.
Dogs and their descendants that do not have the full 3 generations of ancestors registered in the VERK are entered into the Register Pedigree Book of the RKF. Descendants of dogs included in the Pedigree Register, upon reaching the full three generations, are transferred to VERK.
4. The following dogs can also be included in the Register Pedigree Book of the RKF:
4.1. with unrecognized RKF or FCI pedigrees (only from the following organizations: SKOR, Dobry Mir, USI), subject to their compliance with the standard (where the breed, origin, dog ownership, brand or chip are indicated), received in a separate ring on certificate at exhibitions, the marks for the exterior are not lower than "very good" with entry into the exhibition catalog - with the issuance of a register certificate of origin without information about parents and ancestors, with the right to breeding.
4.2. without pedigrees, subject to the establishment of their compliance with the breed standard, receiving in a separate ring at certificate exhibitions a mark for the exterior not lower than "satisfactory", with entry into the exhibition catalog - with the issuance of the primary register certificate of origin without information about parents and ancestors - with the entry of information in VERK and with a mark on the Certificate - "Pedigree breeding is not subject".
5. Compliance with the dog breed standard must be established detailed descriptions dogs by at least three judges, certified for this breed, on special forms of dog descriptions to confirm compliance with the breed (to obtain the primary pedigree) (see appendix).
6. The judge is obliged to personally verify the presence of the stamp (and, if any, the microchip) on the dog and its compliance with the specified in a special description form and documents of origin.
7. A special form for describing the dog is accompanied by 2 photographs of this dog in a standing position - in profile and in front view. The judge must sign on the back of the dog's photos (in confirmation that this is a photo of this dog), indicate the date, code and number of the stamp, his full name.
8. To obtain the RKF register of origin, the owner of the dog hands over to any RKF Federation three special forms of dog descriptions and 2 photographs with the signatures of the judges, indicating the phone numbers and the original of the unrecognized RKF or FCI / FCI pedigree (if any).

XI. SANCTIONS
1. Applications for consideration by the Breeding Commission are submitted in advance.
2. For violations of this Regulation on the part of cynological organizations, breeders and owners of pedigree producers, sanctions may be imposed up to a ban on breeding.
Violations include:
- deliberate use of infected breeding stock, leading to the spread of infectious diseases;
- deliberate spread of hereditary diseases and defects in the breed, hiding them;
- falsification of information in breeding documentation;
- unsatisfactory breeding documentation;
- unsatisfactory keeping of breeding animals, unsatisfactory rearing of young animals.
3. For violations of the RKF Regulations on breeding work, the following sanctions may be imposed:
- warning;
- reprimand;
- appointment of a CURATOR by decision of the Breeding Commission of the RKF for a specified period;
- registration of a litter with a temporary or permanent ban on the use of puppies in the mother's breeding;
- refusal to register a litter;
- a temporary ban on breeding work in the RKF system;
- An indefinite ban on breeding work in the RKF system.
4. The Breeding Commission of the RKF considers the received statements of violations of this Regulation in the presence of interested parties, or in the presence of written explanations from both parties. If no explanations are provided, the Breeding Commission of the RKF has the right to make a decision without them.

ABOUT BREEDING WORK

I. GENERAL PROVISIONS

1. This Regulation is drawn up in accordance with the FCI Regulation on breeding and in compliance with the principles of humane treatment of animals.
2. Regulations on breeding work are mandatory for all organizations of the RKF system, breeders and owners of stud dogs.
3. Breeding work is carried out with purebred dogs registered in the All-Russian Unified Pedigree Book of the RKF (hereinafter referred to as VERK), other FCI member organizations, as well as in the pedigree books of AKC (American Kennel Club), KC (English Kennel Club), CKC (Canadian Kennel Club).
4. Regulations on breeding work promote the breeding of functionally healthy dogs with adequate behavior.
5. Appendices are an integral part of this Statement.

II. ORGANIZATION OF BREEDING WORK

1. Breeding work in the RKF is carried out by canine organizations and kennels registered with the member federations of the RKF.
2. Kennel organization or nursery without fail and in due time:
a) maintains the Book of registration of mating and puppies;
b) branding puppies,
c) conducts surveys of litters and prepares breeding documentation - Application for registration of a litter and a survey report, primary documents on the origin of puppies - Puppy metric (see attachments);
e) submits to the RKF the pedigree documentation for the registration of litters in the VERK RKF (see attachments).

IV. RKF REQUIREMENTS FOR ADMISSION OF DOGS IN BREEDING

1. Dogs with certificates of origin RKF, FCI, AKC, KC, CKC are allowed for breeding.
2. Dogs are allowed for breeding if they have received a mark for their exterior not less than “very good” at the official certificate exhibition of the RKF (the official exhibition is considered to be published in the calendar of exhibitions of the RKF) or the International Dog Show FCI. The owner of the dog takes the original of the diploma once when registering the first litter in the RKF.
A dog of a non-standard color cannot participate in the official certificate shows of the RKF-FCI (and if submitted for examination, it must be disqualified) and cannot be used in breeding. For puppies from parents, at least one of which has a non-standard color, certificates of origin are not issued. This requirement does not apply to dogs of officially recognized color on the territory of Russia, provided that the conditions for admission to breeding and restrictions established for them are met.
3. For admission to breeding of dogs of breeds that have a working class according to the classification and standards of FCI and RKF (except for hunting breeds), it is necessary to successfully pass either the RKF test, and / or tests under the "Obedience" section from any type of training recognized by the RKF (OKD , KS, KD, IPO 1-3, APr 1-3, UPr 1-3, IPO ZTP, BH / VT, Obidiens), and / or IPO-FH tests.
4. To be admitted to breeding dogs of the German Shepherd breed, it is necessary to successfully pass tests of any type of training recognized by the RKF (OKD and ZKS, KS, KD, IPO 1-3, IPO-FH, IPO ZTP). To be admitted to breeding dogs of the German Shepherd breed, you must have an HD research certificate (grade -A, -B or -C)
5. For dogs of departmental kennels, trained in special services, a certificate of passing departmental tests is required.
6. RKF recommends to admit broodstock to breeding 6 times during the period of breeding use, the interval between the birth of puppies in a bitch should not be less than 6 months. If the interval between births of puppies is less than 6 months, the litter remains without pedigrees.
7. The age limit for breeding bitches on the recommendation of the RKF does not exceed 8 years.
8. The male can be used as a breeding sire with no age restrictions.
9. Dogs can be used in breeding when they reach physiological maturity, for bitches not earlier than 2nd estrus: RKF recommends using producers in breeding
Bitches: large breeds from 18 months
small and medium sized breeds from 15 months
Males: large breeds from 18 months
medium-sized breeds from 15 months
small breeds from 12 months
in the list of breeds, the letter (k) denotes large, the letter (c) of medium size, and the letter (m) small. (see Attachment)
10. Dogs that have a primary register certificate of origin (extract from the RKF Register Book) with missing information about their parents and ancestors and the stamp “Not subject to breeding” are not allowed in breeding.

V. FCI REQUIREMENTS FOR BREEDING DOGS

1. Dogs with a certificate of origin of RKF, FCI, AKC, KC, CKC are allowed for breeding.
2. Dogs with a mark for their exterior not less than "very good", obtained at the official certificate exhibition of the RKF (an official exhibition is considered an exhibition published in the calendar of exhibitions of the RKF) or the International Dog Show FCI, are allowed for breeding use. Owners of breeding dogs must submit the original of the diploma once. In exceptional cases (injury), a description of the breed judge on a special form with a conclusion that the dog meets the breed standard and a rating of at least "very good" is required. The judge is obliged to make sure that the dog has a stamp (and, if there is a microchip). (see Attachment). Puppies born from such breeders are registered with VERK with the mark “fulfilled the requirements of the FCI Breeding Regulations”.

Vi. BREEDER

1. A breeder is a person in whose possession (rent, co-ownership) the bitch is in the period from the moment of mating to the moment of the final act of the litter.
2. In the case of buying a mated bitch, ownership is formalized at the time of purchase with the attachment of all necessary documents and the transfer of the rights of the breeder.
3. Leasing a dog for breeding use is formalized in a written lease agreement between the lessor and the lessee, indicating all special conditions. (see Attachment)
4. The lease agreement is an integral part of the set of documents required for the registration of a litter.
5. Co-ownership is formalized similarly to lease.
5. The breeder has the right to register his factory prefix in RKF - FCI and in this case becomes protected from the use of this prefix by other breeders.
6. In the nicknames of all puppies born to a breeder with a registered prefix, there is the name of this factory prefix.

Vii. PROCEDURE FOR REGISTRATION OF FACTORY BOX

1. The factory prefix is ​​registered through the organizations - members of the RKF.
2. The factory prefix, as an integral part of the dog's name, is used by the breeder for all dogs bred by him, regardless of breed.
3. Factory prefix names are registered with FCI through RKF only for breeders residing in Russia. Applications for registration of the names of nurseries or factory prefixes in the FCI are submitted on special RKF forms and contain 2 options in order of preference. (see Attachment). The maximum number of characters in a puppy's nickname (including the name of the kennel / factory prefix and spaces) is forty characters.
4. The breeder has the right to refuse a previously registered factory prefix, but after such a refusal he has no right to count on the registration of another name.
5. The registered factory prefix is ​​canceled:
- if the breeder has not been breeding for 10 years,
- in the event of the death of the breeder, if the right to the factory prefix has not been transferred to the heirs.
6. A change in the owner of a factory set-top box is registered in the RKF upon a written application from the previous owner of the set-top box, which indicates the name and address of the new owner. The original certificate of the factory attachment of the previous owner is attached to the application.

VIII. BREEDING NURSERY

1. A cattery can be registered by a breeder who is at least 18 years old, who has a factory prefix registered in the FCI, zootechnical or veterinary education, or the title of a judge of the RKF for breeds, or a certificate of completion of courses (judges, breeding instructors, breeders, breeders, dog handlers).
2. The nursery is registered on the basis of the broodstock. To form a kennel, its owner must own at least one breeding bitch.
3. The owner of the kennel works with the RKF through organizations - members of the RKF.
4. The writing of the name and address of the nursery is submitted to the RKF only in Russian. The transliteration of the name and address of the nursery is carried out by an employee of SOKO RKF.

IX. KNITTING. ACT OF KNITTING.

1. The fact of mating dogs (initial and control) is certified by the owner of the dog, the owner of the bitch and, if present, by the mating instructor, and is compulsorily drawn up by the Mating Act on the form approved by the RKF sample (see attachment) on the day of mating.
2. Immediately before breeding dogs (initial and control), the owners of the bitch and the male and, if present, the mating instructor, must identify the male and the bitch according to the brands on them for compliance with their Certificates of Origin (pedigrees), make sure that they correspond to their ancestry.
3. After identification, mating of a male with a female is carried out.
4. Immediately after mating the dogs, the owners of the dog and the bitch and, if present, the mating instructor, draw up and sign the Mating Act on the form approved by the RKF in 3 copies (one for dog owners and one for registering mating in the Mating Registration Book and puppies of the club / kennel and further transfer for registration of the litter in the RKF). Owners of the male and female dogs and, if present, the instructor must legibly fill in all the fields in the Mating Certificate.
5. The owner of the male immediately after completing and signing the Mating Act in 3 copies is obliged to provide the owner of the mated bitch with copies of the dog's documents (pedigree, show diplomas, certificates confirming titles, passing training, testing) necessary for registering mating and litter of puppies of this breed in the club / nursery and RKF.
6. Dog owners are obliged to certify their signatures on the mating certificate at a notary or in the canine club of the RKF system, or attach copies of the passport pages containing data on the surname, first name, patronymic and place of registration of the owner to the mating act, on which they put the mark “For registration of the act knitting ".
7. The conditions for mating according to the calculations and financial obligations between the owner of the dog and the owner of the bitch are determined in a separate agreement according to the rules established by the Civil Code of the Russian Federation.
8. Financial disagreements between the owners of a dog and a bitch are not within the competence of the RKF and are resolved only in court.

X. PROCEDURE FOR REGISTRATION OF MATRIES AND BIRTH OF PUPPIES

1. Each canine organization (club) or kennel maintains a registration book for mating and puppies according to the sample approved by the RKF (see appendix). In the Book of registration of mating and puppies, the sheets must be numbered, laced and sealed with the seal of the canine organization (club) or kennel. An entry in the Registration Book of mating and puppies is made strictly according to the mating date.
2. The person in charge of the canine organization (club) or the owner of the kennel must, by April 1 of the current year, provide to the reception of the federation, where he is registered, the original of the Registration Book of breeding and puppies for redemption with the stamp of the federation indicating the date, and a copy of the sheets of the book of breeding and puppies over the past year.
3. The owner of the bitch - a member of the club, within 3 days is obliged to provide the club with the original completed and signed by the parties of the Mating Act with the copies of the documents for the dog received from the owner of the dog and the documents for the bitch attached by the owner of the bitch necessary for registering this mating in the Book of registration of mating and puppies club. The person responsible for keeping the Club's mating and puppy registration book is obliged to make an entry in the mating book within 3 days from the date of receipt from the owner of the bitches of the original Mating Certificate and copies of the male and female documents required for registering the mating and litter of puppies of this breed in the club and VERK RKF.
4. The owner of the bitch - the owner of the kennel is obliged to make an entry about mating in the registration book of mating and puppies of the kennel on the day of mating on the basis of the completed and signed by the parties the original Act of mating and copies of documents of the dog and bitch necessary for registering the mating and litter of puppies of this breed in the VERK RKF ...
5. If the mating of a bitch was carried out with a male belonging to a foreign owner, then an entry about the mating in the registration book of breeding and puppies of the club or kennel must be entered in the above terms, and with the obligatory condition that the Mating Act completed and signed by the owners of the dog and bitch international standard (see appendix), confirming the fact of mating, copies of the export pedigree of a foreign stud dog, owner's certificate, exhibition diplomas, certificates confirming titles, training, testing necessary for registration of mating and litter of puppies of this breed are attached, received from the owner of the dog in the club / nursery and VERK RKF.
6. If it is officially established and documented that the bitch is mated with 2 or more males, the litter is not registered in the RKF.
7. The owner of the dog is recommended to keep a book of breeding of the dog belonging to him.
8. In case of non-compliance with the requirements set forth in Articles IX and X of these Regulations, the RKF has the right to suspend the registration of breeding and birth of puppies or refuse to register the breeding and birth of puppies.

XI. SURVEY OF LITTERS AND QUALITY CONTROL OF THEIR GROWING

1. Inspection of litters is an essential element of control over pedigree breeding of dogs in RKF.
2. Cattery owners can independently inspect their litters and are fully responsible for the quality of their litters.
3. The breeder is given the right to independently assess and reject defective newborn puppies, if necessary, he can call a specialist from the canine organization or the NCP for consultation.
4. Persons (instructors) with a zootechnical or cynological education have the right to inspect litters. The breeder is obliged to provide the instructor with the opportunity to control the litter, bitch, and growing conditions.
5. Proper maintenance of pedigree dogs and raising puppies should be ensured in conditions of adequate feeding, communication with humans and sufficient space.
6. When raising puppies, the breeder should ensure regular and timely deworming and vaccination of puppies.
7. Examination of litters is carried out for all breeds not earlier than 45 days and up to 2 months of age of puppies (subject to all erupted milk teeth), in the presence of their mother, at the breeder. When using a wet nurse, puppies are examined under the nurse.
The instructor of the club or the owner of the kennel must:
- identify the manufacturer by the stigma indicated in her Certificate of Origin (pedigree);
- examine the litter in its entirety, and only if all the puppies have been branded;
- if a tribal marriage is identified at the time of examination (disqualifying defects, anomalies and defects of anatomy and development, non-standard color, absence of testicles / testes in the scrotum and other abnormalities), as well as any temporary defect that can be corrected with age, do it in the Inspection Report and the metric of this puppy, a corresponding mark about culling or revision, indicating the reasons and the term (see attachments. Application for registration of a litter, Puppy metric).
For culled puppies of non-standard color, a Certificate of Origin is issued (extract from VERK RKF, pedigree) indicating the color in the column - “non-standard” and with stamps “The color is not recognized by the FCI” and “Not subject to breeding”.
8. The litter inspection certificate is signed by the breeder and the instructor only on condition that all puppies have been branded.
9. The act of mating, the Application for registration of the litter and the Act of examination of the litter with the attachment of the necessary copies of documents for the producers must be transferred to the RKF no later than 6 months after the birth of the puppies. If the pedigree documentation for the registration of the litter is submitted later than 6 months after the birth of the puppies, the amount of the membership fee for registering the litter in VERK is increased by 5 times. If the pedigree documentation for the registration of the litter is transferred later than 12 months after the birth of the puppies, the amount of the membership fee for registering the litter in VERK is increased by 10 times. If the pedigree documentation for litter registration is submitted after 18 months from the date of birth of the puppies, the litter is not subject to registration and certificates of origin for the litter puppies are not issued.
10. If necessary, the RKF has the right to send representatives, appoint a curator to monitor the work of the nursery.

XII. BRANDING AND CHIPPING

1. All dogs in the RKF system must have a stamp.
2. Branding of puppies is carried out by persons responsible for branding of territorial canine organizations or kennels.
3. The brand is placed in the ear or groin of the dog.
4. To obtain a stamp code, the head of the canine organization or the owner of the kennel must fill out an Application for registration / re-registration of the stamp code in the RKF (see appendix).
5. The microchip is an addition to the mark and is implanted by a veterinarian.

XIII. REGISTRATION AND ISSUE OF DOCUMENTS OF ORIGIN

1. Registration of the document of origin (pedigree) takes place in the National Kennel Organization, on the territory of which the dog was born
2. The primary document of origin is the puppy's metric, which is filled out by the canine organization or the owner of the kennel, signed by the breeder and responsible for breeding work on the basis of the Litter Inspection Act, certified by the seal of the canine organization or kennel. The puppy's metric is issued only in a printed form on a computer or typewriter.
3. The puppy's metric contains the following information: name, address and phone number of the canine organization (kennel) that issued the puppy's metric, breed, full name of the puppy, full date of birth, sex, color, code and brand number on the puppy, information about the origin (father, mother, numbers of their certificates of origin, colors), full name and postal code address of the breeder, full name and postal code address of the owner of the puppy, (see appendix).
4. Names of litter puppies must begin with one letter. The name of the kennel (factory prefix) is included in the nicknames of all puppies born in the kennel and is placed before the nickname, and if the name of the kennel (factory prefix) begins with the prepositions “from”, “from”, “s”, “so”, etc. P. (in Russian and foreign languages) - after the nickname. The same nickname in combination with the name of the nursery (factory prefix) can be repeated only after 30 years. The maximum number of characters in a nickname (including the name of the nursery / factory prefix and spaces) is forty characters.
5. The puppy's metric does not give the right to pedigree use of the dog and is subject to obligatory exchange for the RKF Certificate of Origin until the dog reaches the age of 15 months.
6. The certificate of origin (extract from the VERK RKF) of a single sample of the RKF contains the emblems of the FCI and RKF and is a certificate certifying the origin, not the quality of the dog.
7. Registration of the Certificate of Origin is carried out by the RKF on the basis of the puppy's metric.
8. RKF issues the following versions of the certificate of origin:
- Certificate of origin in Russian for use on the territory of Russia.
- CERTIFIED EXPORT PEDIGREE RKF - issued to citizens of Russia or when exporting a dog from Russia in exchange for a Certificate of Origin in Russian, filled in Latin letters, has the same number, and is mandatory for use at all international events in the country and outside Russia.
9. Registration certificates of origin are obtained by the descendants of dogs who do not have 3 generations of ancestors registered in the Verk RKF.
10. The change of the dog's owner is entered into the VERK RKF with the issuance of a new Certificate of Origin upon submission of a completed and personally signed Application (see the form) from the previous owner of the dog, copies of the pages of his passport containing data on the surname, name, patronymic and place of registration, the original Certificate of origin.
11. Information on co-ownership of a dog is entered in the Verk RKF and in the Certificate of Origin upon presentation of a completed and personally signed agreement on co-ownership by the parties (see the form). The parties are obliged to certify their signatures on the Co-Ownership Agreement with a notary or in a canine club of the RKF system, or attach copies of the passport pages containing information about the last name, first name, patronymic and place of registration of the co-owners to the Co-Ownership Agreement.
12. In case of loss of the Certificate of Origin, a duplicate of it may be issued upon submission of the Application (see the form) from the owner of the dog with the attachment of copies of the pages of his passport containing data on the last name, first name, patronymic and place of registration. When a duplicate of the Certificate of Origin is issued, the lost Certificate is considered invalid.
13. If the dog is brought from abroad, it is necessary to register its certificate of origin in the VERK RKF. For registration, it is necessary to submit to the RKF only the export version of the certificate of origin and the certificate of ownership. To enter information in the VERK RKF in English for an imported dog, the following documents are required:
1) A copy of the dog's purchase and sale agreement - the original is provided for review;
2) A copy of the new owner's passport - the original passport for review;
14. If a foreign dog or bitch is rented in Russia, for registration of litters from these producers, a lease agreement is required indicating the lease term, lease terms, address and contact phone number of the lessor.
For rented dogs, registration with the RKF of the original certificate of origin or a copy of the certificate of origin certified by the head canine organization of the country.

XIV. ALL-RUSSIAN UNITED PEDIGREE BOOK RKF (WERK RKF)

1. VERK RKF is the basis for pedigree breeding of dogs. The information it contains should be as extensive as possible.
2. When entering new data into the VERK RKF, at least 3 generations of ancestors must be indicated, registered in the pedigree books recognized by the RKF or FCI, indicating the nicknames, numbers of herd books, brands, colors, grades and titles received, and the results of tests passed.
3. The register pedigree book of the RKF is a part of the VERK RKF.
Dogs and their descendants that do not have the full 3 generations of ancestors registered in the VERK RKF are entered into the Register Pedigree Book of the RKF. Descendants of dogs included in the Register Pedigree Book, upon reaching the full three generations, are transferred to the VERK RKF.
4. The following dogs can also be included in the Register Pedigree Book of the RKF:
4.1. with unrecognized RKF or FCI pedigrees, subject to the establishment of their compliance with the standard (where the breed, origin, belonging of the dog to the owner, brand or chip are indicated), receiving in a separate ring at exhibitions of the rank of CHK, PC, CCC, marks for the exterior are not lower than “very good ”With entry into the exhibition catalog - with the issuance of a register certificate of origin without information about parents and ancestors, with the right of breeding.
4.2. without pedigrees, subject to the establishment of their compliance with the breed standard, receiving in a separate ring at exhibitions the rank of CAC, ChK, PC, CCC, the mark for the exterior is not lower than "satisfactory", with entry into the exhibition catalog - with the issuance of the primary register certificate of origin without information about parents and ancestors - with the entry of information in the VERK and with a mark on the Certificate - "Pedigree breeding is not subject to".
5. Compliance with the breed standard of a dog must be established by detailed descriptions of the dog by at least three judges certified for this breed, on special forms of dog descriptions to confirm compliance with the breed (to obtain the primary pedigree) (see appendix).
6. The judge is obliged to personally verify the presence of the stamp (and, if any, the microchip) on the dog and its compliance with the specified in a special description form and documents of origin.
7. A special form for describing the dog is accompanied by 2 photographs of this dog in a standing position - in profile and in front view. The judge must sign on the back of the dog's photos (in confirmation that this is a photo of this dog), indicate the date, code and number of the brand, his name and the number of the judge's list.
8. To obtain the RKF register of origin, the owner of the dog hands over to any RKF Federation three special forms of dog descriptions and 2 photographs with the signatures of the judges, indicating the numbers of the judges' lists and phone numbers and the original unrecognized RKF or FCI pedigree (if any).
9. When joining the Federation - a member of the RKF, a new canine organization must provide a registration book for mating and puppies, Applications for the registration of litters (inspection reports, general litter cards) for all years from the date of foundation.

XV. SANCTIONS

1. For late submission to the RKF of documents for registration of litters, the right of a territorial canine organization or nursery to conduct breeding work may be temporarily suspended.
2. For violations of the RKF Regulations on breeding work, the following sanctions may be imposed:
- warning;
- reprimand;
- registration of a litter with a temporary ban on the use of puppies in the breeding of the mother;
- refusal to register a litter;
- a temporary ban on breeding work;
- an indefinite ban on breeding work.
