She is most susceptible to all changes, has the ability to constantly change labor functions, huge opportunities for professional growth, the longest period of upcoming labor activity. In the Republic of Buryatia, a number of measures are being taken to solve the problem of employment of graduates. In order to reduce the imbalance between supply and demand in the labor market, since 2008, the republic has been systematically working to improve the structure and volume of personnel training, modernize vocational education based on regional needs of the labor market. Since 2008, the Government of the Republic of Buryatia together with employers, the Union of Industrialists and Entrepreneurs, local government bodies of the Republic of Buryatia annually form a state order for the training of professional personnel in accordance with the needs of the economy and social sphere of the republic and the main directions of socio-economic development of the Republic of Buryatia, provided for by the Program SIR RB. An analysis of the work carried out shows that the disparities between the recruitment and the employers' need for personnel are decreasing. The positive rates also indicate a decrease in unemployment among young people, in particular among graduates. So, since 2008, the unemployment rate of the population aged 20-29 has decreased from 15.8% to 8.7% in 2012, according to estimates in 2013, the unemployment rate among young people will be no more than 8.0%. The main mechanism for solving the republic's need for a highly qualified workforce is targeted contract training, which is also designed to reduce the imbalance in the labor market. Today, one of the main indicators of the effectiveness of the university is the indicator of the employment of graduates, therefore, educational institutions are working in this direction. Centers (services) for the promotion of employment of graduates and employment of students have been established and operate in each educational institution. During the year, educational institutions conduct consulting work with students with the involvement of psychologists, employers, during which tests are carried out to determine and correct the level of adaptation to labor market conditions, explain the features of training specialists, job opportunities. There is an automated employment assistance system (AIST), vacancy databases are constantly updated and supplemented. In addition, there are a number of programs in the republic aimed at attracting young in-demand specialists to the regions. State financial assistance is provided to young professionals and young families to solve their housing problems. Within the framework of the State program "Development of the agro-industrial complex and rural territories of the Republic of Belarus", approved by the Government of the Republic of Buryatia dated February 28, 2013 No. 102, the following measures of state support for staffing the agro-industrial complex are envisaged: successful students of senior courses of educational institutions of higher education (4 - 5 years of study) -3000 rubles. and secondary (3-4 course of study) - 1500 rubles. vocational education (hereinafter also - educational institutions), full-time students on a contractual basis for specialization in the field of agricultural production; - provision of a lump sum payment to young specialists, in the amount of 250,000 rubles, who have higher education and (or) secondary vocational education and upon completion of full-time training (including young specialists who have served in the army after graduating from educational institutions) who have entered into an employment contract with an agricultural organization, a peasant (farm) economy, an individual entrepreneur engaged in the production and processing of products, or with an organization providing veterinary services in rural areas; - reimbursement of expenses in the amount of 50% of the expenses incurred for the study of advanced experience and training for managers, specialists and workers in agricultural organizations of the Republic of Buryatia, other constituent entities of the Russian Federation and abroad; - provision of social payments to improve the living conditions of young specialists living in rural areas. Over the past two years, there has been a stable tendency for young citizens aged 14 to 29 who applied to the employment services. The proportion of young people who applied is about half of the total number of people who applied for assistance in finding a suitable job (2013 - 48%; 2012 - 47%) In 2013, 11556 young citizens applied for assistance in finding a suitable job. The share of employed young citizens increased compared to the same period in 2012 by 1.8% and amounted to 57% of the total number of employed citizens in 2013. In 2013, 2306 people were employed for permanent work, 4600 people for temporary work. 413 young people aged 16 to 29 took part in public works. In 2013, 200 people received the state service to promote self-employment. All young citizens underwent professional diagnostics of readiness for entrepreneurial activity (vocational guidance testing in order to identify the abilities and opportunities to organize their own business), received assistance in preparing a feasibility study for an entrepreneurial project, financial assistance for starting their own business (58,800 rubles) and for preparation documents provided during the state registration of a small enterprise, payment of state fees, payment of notarial actions, production of seals, stamps. In 2013, 1474 unemployed citizens, aged 16 to 29, were sent for vocational training by the direction of the employment service. In 2013, 11,620 citizens aged 14-29 received state vocational guidance services, in 2012 - 12,850 people. Particular attention is paid to vocational guidance for students of general education schools. Classroom hours are held with students of general education institutions, using games and exercises, playgrounds, business games, training - seminars, classes, professional inclinations and interests of students. Also, they undergo an express vocational guidance - testing to identify inclinations and abilities for certain types of activity, and they are also oriented towards the professions in demand in the labor market of the republic. All students who received vocational guidance services, based on the test results, are given recommendations and information on their chosen professions. Also, the provision of vocational guidance services is carried out using 18 mobile employment centers for travel to remote schools in the district. So, in 2013, more than 570 trips to rural settlements took place, including 357 trips to educational institutions, where about 10 thousand citizens, of which more than 6 thousand students of educational institutions, were informed about the situation on the labor market and the specialties in demand. ... In addition, mobile employment centers were sent to the Barguzinsky, Malokunaleisky, Kamensky and Novokizhinginsky orphanages. In orphanages, professional information was provided to 80 inmates of orphanages, which is aimed at providing knowledge about the world of professions in general, which provides the necessary knowledge about the characteristics of various professions, possible ways of training, employment. 74 inmates of orphanages were provided with a state service for vocational guidance. On the official website of the Republican Agency for Employment of the Population (www.burzan.ru) in the section "For Citizens", students can familiarize themselves with various professions. It describes in detail what necessary knowledge and skills one should have when choosing a given profession, what conditions of activity, education, etc. In order to professionally inform students and graduates of educational institutions about the state of the labor market and educational services, the conscious choice by young people of the type of activity and educational institution for obtaining a profession, the employment service, together with interested departments, holds fairs of educational and workplaces for young people. In 2013, this event was attended by about 2 thousand citizens, of whom 785 applicants were selected for vacant jobs. For the purpose of vocational guidance of adolescents and youth, an interregional fair of job vacancies "Revival of the Village" and the XVIII Interregional Exhibition-Fair of Educational Places for Youth were held during the year. The career guidance events were attended by the Ministry of Education and Science of the Republic of Buryatia, the Ministry of Agriculture and Food of the Republic of Buryatia, the Republican Agency for Employment of the Population, institutions and organizations, educational institutions of the Republic of Buryatia, the Trans-Baikal Territory, the Republic of Tyva, Irkutsk Region, Mongolia. Within the framework of the Exhibition-Fair of Educational Places, a presentation of educational institutions of secondary, higher and additional professional education, vocational guidance testing and a sociological survey of students were organized. The total number of participants was 5,000. A republican fair of jobs and educational places for youth was held. More than 60 employers were invited to participate in the fair, of which large enterprises - 24, small and medium enterprises - 18, individual entrepreneurs - 21, state and municipal enterprises - 5. About 4,000 vacancies in various specialties, including temporary ones, were presented. More than 2,100 people attended the fair in three hours. The XIV Kyakhta interdistrict fair of vacancies for educational and workplaces was held. The number of participants was 720 young people. The Republican Job Fair for Youth is scheduled for June 6. Within the framework of the Program of Additional Activities aimed at reducing tensions on the labor market of the Republic of Buryatia in 2013, 752 people were trained, including 376 graduates who were employed, with 376 mentors assigned to them. The main professions in which graduates were employed: accountant, manager, cook, economist, designer, lawyer, locksmith, welder, programmer, salesman, engineer and others. The employment service of the population of the Republic of Buryatia organizes work with minors on the basis of the Federal Law of the Russian Federation of 19.04.1991 No. 1032-1 "On Employment of the Population in the Russian Federation". Employment of adolescents is an important link in the prevention of child neglect, crime, drug addiction. Working adolescents received labor skills allow them to adapt to the modern labor market. Temporary employment of minors is carried out in cooperation with employers, administrations of rural settlements, schools and commissions on minors' affairs of the republic. Temporary jobs for adolescents were organized at enterprises of various types of economic activity, these are education, science and culture, health care, housing and communal services, transport and communications, agriculture. Employment of adolescents for temporary work was carried out in accordance with the requirements of the labor legislation of the Russian Federation. Teenagers were allowed to work with the written consent of one of the parents (guardian, trustee) and the guardianship and guardianship authority. The Labor Code of the Russian Federation defines a shorter working day for adolescents, before starting work, minor citizens undergo a medical examination. For two years, the employment service of the population of the Republic of Buryatia has employed 8289 adolescents (2012 - 4189, in 2013 - 4100 people). The average period of participation in temporary jobs was 0.31 months. Also in the Republic of Buryatia, the Law of the Republic of Buryatia dated June 10, 2003 No. 327-III "On quotas for jobs for minors" is being implemented. In 22 districts, at 44 enterprises of the republic, 59 quota jobs were established for the employment of minors, according to the results of 2012, 150 teenagers were employed, of which: registration in the police department - 7 people; - children from low-income families - 30 people; - children from large families - 24 people; - children of a single mother (father) - 18 people; - children from families who have lost their breadwinner - 12 people; - orphans - 3 people; - children left without parental care - 1 person. In 22 districts, at 46 enterprises of the republic, 60 quota jobs were established for the employment of minors, at the end of the year 169 teenagers were employed. The guys gained experience in presenting their ideas to experienced entrepreneurs. In May, a district IT school was held in Ulan-Ude. The event "Presentation of ideas from Sberbank" has been held 2 times since then. In total, over sixty ideas for starting a business were presented, including catering, cleaning companies, a confectionery, a bakery, a hairdresser, a beauty salon, and many others. The trainings "Open your own business", "Effective negotiator" took place. 16 hours in interactive mode, the participants honed their negotiation skills using various technologies, in particular, the SPIN method. In May, a series of trainings and master classes were held: The personality of an entrepreneur, goal-setting and practical marketing. For 8 hours, the participants in the new set defined and analyzed their personality from the standpoint of the five-component "system of the world". Also, the training "Art of Presentation" was held. For 8 hours the participants of the training mastered the basics of public speaking. The event was interactive, the theoretical knowledge gained was immediately honed in practice. An investment session was also held in May. The investment session procedure includes a 3-minute presentation, a question-and-answer part and receiving feedback on the possibility of supporting the project by private investors and recommendations for improving or finalizing the project. On August 15, 2013, within the framework of the federal program "You are an Entrepreneur", the Interdistrict Forum of Young Entrepreneurs was held. The Forum was attended by 118 young entrepreneurs from Kabansky, Zaigraevsky, Bichursky, Kurumkansky, Selenginsky, Mukhorshibirsky districts and the city of Ulan-Ude. Within the framework of the "Time to live and work in Buryatia" project, in September the famous business coach Bari Alibasov-JR held master classes at the leading universities in Buryatia, where he spoke about marketing, about world trends in its development and about the latest concept, using which you can build a successful business. Also invited was the author of the game "Startup" - Alexander Chuvaev. The participants in this game tried to do business in an impromptu state. Based on the results of these events, 70 young people were selected to continue their studies. Within the framework of the Baikal youth forum "Business. Family. Traditions" on September 25-28, 2013, the regional stage of the All-Russian competition "Young Entrepreneur of Russia-2013" was held. More than 50 young entrepreneurs from the city of Ulan-Ude and regions of the republic presented their business projects. The winners of the competition in four nominations: services, production, successful start, and, for the first time in the competition, the nomination - women's business. On December 5, in the Buryat business center, participants were selected for the first reality show in the republic for start-up entrepreneurs, "Startup." Beginning entrepreneurs presented projects in various fields - from the production of souvenirs to high technologies.

The socio-economic reality of modern society requires from the system of professional education specialists of a qualitative new type: competitive, proactive, competent, highly qualified, communicative, having business communication skills, easily adapting to the changing conditions of the labor market, capable of analyzing situations, mobile and constantly increasing their level education and qualifications.

To facilitate the employment of college graduates, the Center for Professional and Psychological Support of Graduates (hereinafter referred to as the Center) was created, the activities of which are regulated by the regulation on the "Center for Professional and Psychological Support of Graduates" .

The main tasks of the Center:

Professional and legal counseling and psychological support for college graduates;

Interaction with local authorities, the Department of Labor and Employment of the Population, public organizations and associations interested in improving the position of graduates in the labor market;

Collecting, summarizing, analyzing and providing students with information on the state and trends of the labor market, on the requirements for the job seeker, the formation of a database of vacancies offered by employers in the relevant specialties;

Organizational activities to facilitate the employment of graduates;

Cooperation with organizations (enterprises, institutions) acting as employers for students and graduates;

Monitoring the employment of graduates, analyzing the results, adjusting activities.

During the academic year, the following areas of work are carried out:

1. Study of the needs of the regional labor market

In order to facilitate the employment of graduates, the Center interacts with regional structures: the Department of Education, Science and Youth Policy of the Voronezh Region, the Department of Labor and Employment of the Population, as well as enterprises and organizations of various forms of ownership. Managers and leading specialists of enterprises and organizations assess the quality of training by participating in the work of state certification commissions when defending graduate qualification works by graduate students.

Since 2001, the college has been interacting with the Department of Labor and Employment of the Voronezh Region in the framework of information and analytical exchange. Quarterly meetings are held on the topic "Interaction of employment services and educational institutions to prevent unemployment among students and graduates" with representatives of the Department of Labor and Employment of the Voronezh Region in order to improve the efficiency of employment and adaptation of graduates. 2. Consulting and information work

3. Organization and participation in events organized to facilitate the employment of graduates of educational institutions

1) Fair of vacancies for students and graduates of educational institutions "Career start", organized by the employment center "Molodezhny" with the support of the Department of Education, Science and Youth Policy of the Voronezh Region. The students got acquainted with representatives of industrial enterprises of the Voronezh region, clusters of electromechanics, aircraft construction, manufacturers of industrial equipment, IT-cluster, an excursion was organized.

3) Fair of vacancies of professions and student places "Where to go to study", organized by the Center for Employment of the Population "Molodezhny". More than thirty educational institutions of various levels of education took part. Graduates of grades 9-11 were invited to the fair of vacancies for professions and student places. 2. Organization of temporary employment of students.

The college is working on the organization of temporary employment of students: sections, circles, provision of temporary jobs for college students. After completing the internship, some of the students do not stop working relationships with enterprises - they work in their free time.

^ 2.2 Attracting employers to participate in the defense of graduate qualification works. Employers participate in the accreditation procedure for graduated professions and specialties, are the chairmen of the State Attestation Commissions. Employers' recommendations are taken into account in the preparation and defense of graduate qualification works of students. A high level of protection and a practice-oriented nature of students' research work are noted annually.

^ 2.3 Attracting employers to participate in educational activities and research projects of students.

Part of the graduation qualification works of students is carried out at the request of employers. Representatives of enterprises - social partners took part in college and republican competitions of professional skills, open lessons in special subjects, in research activities of students, in reviewing and defending term papers and theses, in the work of the State Commission for the final certification of graduates, so students had the opportunity to advance to prove themselves to employers on the positive side, even without completing their studies.

III. Interaction with executive authorities, including bodies for labor and employment of the population, public organizations and associations of employers


  • Close cooperation has been established with the "GKU" Employment Center of the City of Volzhsk ". Within the framework of joint work, meetings of 4th year students with the center's consultants are organized annually. The purpose of such meetings is to bring to the attention of graduate students the current situation on the labor market, to provide information on measures to promote the development of small business and self-employment of unemployed citizens within the framework of regional programs aimed at reducing tension in the labor market, and on opportunities to start their own business. Members of the CSTV, together with members of employment centers, participate in the "Job Fair" 3 times a year, organize excursions to the enterprises of the city for 1st year students.

IV Employment of graduates 2012

  • The CSTS organizes informing and consulting citizens, including employees who are at risk of dismissal on issues of receiving educational services for advanced training, retraining, advanced training in vocational education institutions;

  • The college conducts vocational training for senior students of educational municipal institutions, taking into account the prospects for the development of the labor market in the city and the republic, in 2012, 50 schoolchildren received a working profession.

On state measures to organize interaction between educational organizations of vocational education and employers in order to successfully employ graduates

The result of effective cooperation between educational organizations and employers is the successful employment of graduates. It is conditioned by the content of the main professional educational programs and the quality of the training of graduates. The article discusses a number of measures that exist today to organize the interaction of educational organizations with employers, as well as measures additionally taken by the Ministry of Education and Science of Russia.

The state is seriously concerned about the lack of qualified personnel, the need for which the vocational education system cannot currently satisfy. This concern was reflected back in 2004 in the Address of the President of the Russian Federation V.V. Putin: “Compared to the Soviet period, admission to universities has almost tripled, and the number of applicants to them practically equaled the number of high school graduates ___ And with such a number of diplomas,

There is still a shortage of qualified specialists, which is badly needed by the country ”.

The demand for a graduate in the labor market, his work in the specialty received in an educational organization,

is one of the most important indicators of the efficiency of spending budget funds allocated by the state for the needs of the education system. With this in mind, in 2013, an indicator characterizing the employment of graduates was introduced into the basic group of indicators for monitoring educational organizations. When assessing the activities of the university in this area, the data of departmental monitoring of the Ministry of Labor of Russia for previous years are used. They are quite objective, since they reflect: a) the number of all graduates who applied for assistance in finding employment to the employment services; b) the number of graduates officially recognized as unemployed; c) the number of employed graduates from among

who applied to the employment services within a year after graduation.

The solution to the problem of successful employment of graduates in the received specialty depends on the increased participation of employers in this process and public-private partnership in the development of vocational education, which is stated in the state program of the Russian Federation "Development of Education" for 2013-2020.

The Ministry of Education and Science of Russia annually monitors the employment of graduates of all levels of vocational education, their retention in the workplace, as well as measures taken by educational organizations to interact with employers in order to facilitate the employment of graduates in the chosen field of study (specialty). As the results of measures carried out by the state, the following can be noted.

A system has been created to facilitate the employment of graduates of vocational education institutions of the Russian Federation, with the responsibility of MSTU im. N.E. Bauman functions of the parent organization. The system operates at three levels: federal, regional (77 regional centers) and local (educational organizations). As of September 1, 2013, centers (services) for the promotion of employment (career development) operate in 483 institutions of higher education (hereinafter referred to as HE) and in 2191 organizations of secondary vocational education (hereinafter referred to as VET).

There is an automated information system for promoting the employment of graduates "AIST", in which (as of September 1, 2013) 2712 employers and 457 organizations of professional and higher education are registered, the vacancy databases and resumes of graduates looking for work are regularly updated.

The Center for Budgetary Monitoring of Petrozavodsk State University has created the portal “System of Interactive Monitoring of Graduates Employment”, which provides informational interaction of educational organizations, graduates and employers.

In all educational institutions of secondary vocational and higher education, targeted training of students is carried out on the basis of the conclusion of tripartite contracts "student - educational institution - employer". In 2012, graduation within the framework of contract training in SVE programs amounted to 14.8 thousand people (6% of the total graduation), in HE programs - 49.0 thousand people (13% of the total graduation). Employment within the framework of fulfilling contractual obligations averaged 75% of graduation.

The production, including pre-diploma, practice of students at enterprises, institutions and organizations is carried out on the basis of contracts for the organization and conduct of practice.

The involvement of the current leaders and employees of specialized organizations, enterprises and institutions in the educational process in universities is ensured in an amount of at least 5% of the total number of teachers (in accordance with the Federal State Educational Standard).

Specialists from enterprises, institutions and organizations - consumers of personnel of this profile - participate in the work of state certification commissions for the main educational programs of HE, as well as conduct field state certification commissions in employing organizations.

Educational organizations of higher education on the basis of scientific organizations organize departments, one of the tasks of which is the staffing of scientific research. According to

monitoring of the Ministry of Education and Science of Russia, today more than 100 higher education organizations have created departments on the basis of scientific organizations.

Public and professional accreditation of higher education programs is carried out in accordance with the Rules for the participation of employers' associations in the development and implementation of state policy in the field of vocational education. So, in 2012, the All-Russian public organization of small and medium-sized businesses "Support of Russia", the All-Russian public organization "The Association of Lawyers of Russia", the Autonomous non-profit organization "Agency for public control of the quality of education and career development" accredited 52 professional education programs in economics, management and jurisprudence and 104 institutions of higher education.

In order to ensure that the educational programs of HE take into account the requirements of employers for the fulfillment of labor functions by graduates in a number of educational institutions of higher education, boards of trustees have been created. So, according to Rosstat, in 2012, boards of trustees operate in 357 institutions of higher education, including 125 non-state ones.

An independent examination of the projects of the Federal State Educational Standard for vocational education is carried out by associations of employers, organizations operating in the relevant sectors of the economy.

The Ministry of Labor of Russia organizes internships for graduates with the aim of acquiring work skills, adaptation in the workplace for subsequent employment in the specialty received. In 2009-2011. more than 219 thousand graduates of professional and higher education institutions have completed an internship

niya, of which about 36% are graduates of secondary vocational education organizations. More than 50% of the participants in this program were employed in their specialty. The overall employment rate of graduates after the internship reached 72%. WITH

2012, this measure is being implemented in the constituent entities of the Russian Federation classified as territories with a tense situation on the labor market.

According to a survey of organizations of vocational and higher education, the proportion of full-time graduates in 2012 employed in their specialty in the first year after graduation is (as a percentage of the total graduation, by educational level): 54.2% - higher and 46.6% - average professional.

Taking into account the accumulated successful experience in implementing measures to organize interaction, in 2013 the Ministry of Education and Science of Russia took the following additional steps:

■ the project "Development of a regulatory and technological framework (system prototype) for the collection and analysis of objective information on the employment indicators of graduates of vocational and higher education organizations using integration services with federal databases of the Pension Fund of the Russian Federation, Federal Tax Service, Federal State Statistics Service" is being implemented ;

■ the work of centers (services) to promote the employment of graduates in educational organizations is being stepped up by systematically removing from them the function of monitoring employment and expanding the scope of activities for organizing interaction between educational organizations and employers by holding job fairs, excursions to partner organizations, meetings of students with representatives of employers , seminars with staff

services, vocational guidance of applicants and the organization of industrial practice and targeted training;

■ continued state support for the development of cooperation between Russian educational institutions of higher education and industrial enterprises, the main purpose of which is to stimulate the use of potential by industrial enterprises, including personnel, educational organizations for the development of science-intensive production. So, since the beginning of the year, 89 companies and 60 universities have supported 98 complex projects to create high-tech production;

■ large employing organizations (Rosatom State Corporation, Rusnano State Corporation, Sberbank of Russia OJSC, LUKOIL OJSC, ASCON Company) are involved in organizing and holding the All-Russian Student Olympiad;

■ as part of the development of proposals for the conduct of professional and public accreditation of educational programs of HE, models of professional and public accreditation have been developed, focused on employers and employers' associations;

■ in order to implement practice-oriented educational programs in 2013, 3,632 people were accepted for training in applied bachelor's programs (as of September 1

2013), moreover, the action plan ("road map") "Changes in the sectors of the social sphere aimed at improving the efficiency of education and science" is planned to increase the proportion of students in applied bachelor's programs in the total number of students by 2018 to 30% ...

Additional measures taken by the state to strengthen interaction

between educational organizations and employers will make it possible to increase, according to forecast estimates, the proportion of graduates of full-time vocational and higher education organizations who were employed within one year after completing training in the received specialty (profession), from 44.4% in 2013 to 48.9% in 2015
