On February 3, 2016, the next amendments to Decree of the Government of the Russian Federation N 87 of February 16, 2008 "On the composition of sections of project documentation and requirements for their content" came into force, which determines, among other things, the composition of project documentation for heating, ventilation and air conditioning, as well as water supply and sewerage systems. This article is devoted to an overview of the requirements for project documentation from this document and other specialized standards.

Eighty-seventh ruling

Decree of the Government of the Russian Federation N 87 dated February 16, 2008 "On the composition of sections of project documentation and requirements for their content" (hereinafter referred to as Resolution N 87 or the Decree) includes the "Regulation on the composition of sections of project documentation and requirements for their content" .

The regulation establishes the composition of the sections of the project documentation and the requirements for the content of these sections:

  • in the preparation of design documentation for various types of capital construction projects;
  • when preparing design documentation for individual stages of construction, reconstruction and overhaul of capital construction projects.

At the same time, the composition of documentation for capital construction facilities for industrial and non-industrial purposes, as well as for linear facilities (pipelines, roads and railways, power lines ...) is regulated.

We also note that the design documentation, the development of which was started before the entry into force of this provision, during the state examination is checked for compliance with the composition and requirements for the content of the sections established by the regulatory technical requirements for its development. In other words, the provision applies to documentation developed from the moment it comes into force.

During its existence, Decree N 87 has undergone a number of changes. To date, the current version is the one issued on January 23, 2016 and entered into force on February 3, 2016.

The latest version of Decree N 87. General provisions

As before, the Decree states that the design documentation consists of text and graphic parts (Part I, paragraph 3).

At the same time, the text part contains information regarding the capital construction object, a description of the adopted technical and other decisions, explanations, links to regulatory and technical documents that were used in the preparation of project documentation, as well as calculation results substantiating the decisions made.

The graphic part displays the adopted technical and other solutions and is performed in the form of drawings, diagrams, plans and other documents in graphic form.

To implement the architectural, technical and technological solutions contained in the design documentation for a capital construction facility, working documentation is developed, consisting of documents in text form, working drawings, equipment and product specifications (Part I, clause 4). Here it should be additionally noted that the composition of the working documentation is not specified by the Decree and, as a rule, is regulated by individual GOSTs, which will be discussed in more detail below.

Thus, two terms are fixed - design documentation and working documentation, in fact - two stages of design. Moreover, the need to develop design documentation for a capital construction object in relation to individual stages of construction is established by the customer and indicated in the design assignment (part I, clause 8).

Design documentation for capital construction facilities for industrial and non-industrial purposes in the most complete volume should consist of 12 sections:

  1. Explanatory note.
  2. Scheme of the planning organization of the land plot.
  3. architectural solutions.
  4. Structural and space-planning solutions.
  5. Information about engineering equipment, engineering and technical support networks, a list of engineering and technical measures, the content of technological solutions:
    • power supply system;
    • water supply system;
    • drainage system;
    • heating, ventilation and air conditioning, heating networks;
    • communication networks;
    • gas supply system;
    • technological solutions.
  6. Construction organization project.
  7. Project for the organization of demolition or dismantling of capital construction projects.
  8. List of measures for environmental protection.
  9. Measures to ensure fire safety.
  10. Measures to ensure access for persons with disabilities.
  11. Estimate for the construction of capital construction projects.
  12. Other documentation in cases stipulated by federal laws.

Thus, the albums of heating, ventilation and air conditioning systems, as well as water supply and sewerage systems developed by the design department, refer to subparagraphs 5d, 5b and 5c of the above list, respectively.

Let us dwell in more detail on the composition of the documentation on heating, ventilation and air conditioning.

Composition of design documentation for heating, ventilation and air conditioning systems

The composition of the graphic part of the design documentation for heating, ventilation and air conditioning systems does not raise any special questions: quite familiar documents are listed here (Table 1).

But the text part of the project documentation should contain a fairly large amount of information, which, often, in the released documentation, according to the author's experience, can not be found.

A complete list of data that should be included in the text and graphic parts of the project documentation, as well as features of some of them that are not taken into account, are given in Table 1.

Table 1. Composition of the subsection “Heating, ventilation and air conditioning. Thermal Networks” (according to Decree of the Government of the Russian Federation No. 87 dated February 16, 2008 “On the composition of project documentation and requirements for their content”) and the features of each of its constituent subparagraphs.

Working documentation on heating, ventilation and air conditioning systems

As mentioned above, the provisions of Decree N87 relate only to design, but not working documentation. The composition and rules for the implementation of working documentation for the engineering subsystems of buildings are regulated by the relevant state standards.

At the same time, there is a general standard declaring the requirements for design and working documentation. To avoid confusion, we note that in recent years this standard has been changed quite often. In addition, its cipher also changed.

So, earlier it was GOST 21.101–93, and later GOST 21.101–97 “Project documentation system for construction. Basic requirements for design and working documentation”, which was valid until March 1, 2010.

Finally, on January 1, 2014, GOST R 21.1101–2013 “Project documentation system for construction. Basic requirements for design and working documentation.

In addition, there is Draft GOST R 21.1101 “Project documentation system for construction. Basic requirements for design and working documentation, but since this is a project, and not the current GOST, its requirements are not mandatory. There are also more specialized GOSTs that impose requirements on design and working documentation for each of the engineering systems. For engineering subsystems of interest to us, these are:

  • for projects on heating, ventilation and air conditioning systems - GOST 21.602–2003 “Project documentation system for construction. Rules for the implementation of working documentation for heating, ventilation and air conditioning.
  • for projects of internal water supply and sewerage systems - GOST 21.601–2011 “Project documentation system for construction. Rules for the implementation of working documentation for internal water supply and sewerage systems "
  • for projects of external networks of water supply and sewerage systems - GOST 21.704–2011 “Project documentation system for construction. Rules for the implementation of working documentation for external water supply and sewerage networks "
  • for automation projects - GOST 21.408-2013 “Project documentation system for construction. Rules for the implementation of working documentation for automation of technological processes "

In addition, when developing any projects, it can be recommended to use the standard GOST R 21.1002–2008 “Project documentation system for construction. Normative control of design and working documentation”, which contains a lot of useful information.

Basic requirements for design and working documentation

Let's return to GOST R 21.1101-2013 “Project documentation system for construction. Basic requirements for design and working documentation. The version of this standard, which entered into force on January 1, 2014, has a number of differences from the previous edition. Thus, GOST R 21.1101–2013 introduced a new term - a complete set of working documentation, which implies a set of basic sets of working drawings for the types of construction and installation works, supplemented by attached and reference documents and necessary for the construction of a building or structure.

When compiling project documentation, the design organization establishes the designation system for text and graphic documents included in the volume. Also, when completing the documentation, it should be remembered that the design organization transfers the attached documents to the customer simultaneously with the main set of working drawings in the amount established for working drawings. Reference documents are not included in the working documentation transferred to the customer. The design organization, if necessary, transfers them to the customer under a separate agreement.

The author once had to deal with such a situation: the customer insisted on providing reference documents - all listed in the relevant section in the general project data, referring to their own internal document flow rules. However, the procedure for the transfer of reference documentation dictated by clause 4.2.8 of GOST R 21.1101–2013 explicitly provides for the conclusion of a separate agreement for the transfer of reference documents. In our situation, this made it possible, albeit with loss of time, to conclude a separate small contract for their provision.

In fairness, we note that this situation is not caused by the greed of the design organization, but by the difficulty of obtaining reference documents. After all, we recall that reference documents include standards, which include drawings intended for the manufacture of products, as well as drawings of typical structures, products and assemblies. Obviously, not all such documents are always at your fingertips, and their collection (and sometimes purchase) requires significant labor and time.

Continuing the study of GOST R 21.1101–2013, we note that a very useful clarification should be recognized as the fixing of the names of species depicted on the sheet declared in paragraph 5.5.1:

  • Facade - for the main view of a building or structure, as well as views to the right, left and rear;
  • Plan - for horizontal sections of a building or structure, as well as a top view;
  • Section - for vertical sections of a building or structure.

When designing the text parts of project documentation sections and other documents containing mostly solid text, it is recommended to use the Arial or Times New Roman typeface.

An interesting requirement of paragraph 5.1.4, which states that when preparing documentation, it should be possible to make copies of documentation of the proper quality using reprography methods.

Finally, according to clause 6.4, when filling out the specification forms in an automated way, it is allowed not to draw horizontal lines. However, based on experience, we note that horizontal lines are desirable, since they greatly simplify the visual orientation in the specification and exclude the possibility of errors when fluently reading the name of the equipment and its quantity.

Making changes to project documentation

As practice shows, even after the release and approval of project documentation, it may need to be adjusted, so let's take a closer look at the features of making changes to the project. In GOST R 21.1101-2013, section 7 "Rules for making changes" is devoted to this. Below we note only those points that have been changed in the latest version of the standard.

So, a change in a document made in an automated way is carried out by replacing (reissuing) the entire document as a whole or its individual sheets (pages), as well as adding or deleting individual sheets, however, it is allowed to make changes to the document by hand (see paragraphs 7.1. 3.5–7.1.3.14). After making changes, the images, letters, numbers, signs must be clear, the thickness of the lines, the size of the gaps, etc. must comply with the ESKD standards.

According to clause 7.1.1, changes to the design documentation are made, as a rule, on the basis of permission to make changes. The grounds for making changes can be both the comments of the customer and the coordinating executive authorities, as well as the comments and negative conclusions of the non-state and state examination bodies.

Standard design documentation

GOST R 21.1101–2013 includes a separate section on typical design documentation. According to clause 9.1, standard design documentation is any reusable design documentation for capital construction projects or a modification of standard design documentation that has been amended without affecting the design and other characteristics of reliability and safety.

However, judging by the available information, today it is difficult to list the criteria by which project documentation can be classified as standard. The fact is that initially these criteria were declared by the Order of the Ministry of Regional Development of the Russian Federation of July 9, 2007 N 62, which was canceled in 2011 without specifying the current document replacing it.

Working documentation, which is part of the standard and modified standard design documentation, is subject to reference to a specific construction site. Detailed binding rules are given in clause 9.2 and clause 9.3.

Covers and title pages of the main sets of working drawings that are part of the standard design documentation are not tied and are not sent to the customer. Instead, in accordance with the requirements of Section 8 of GOST R 21.1101–2013, it is necessary to make new covers and title pages with the details of the organization that applied the standard design documentation and the name of the capital construction object for which the binding was made.

All of the above recommendations will help you complete design and working documentation more competently, pass design reviews with fewer comments, and also look more confident in front of the customer and reasonably reject a number of his unreasonable comments.

In preparing the article, the official texts of the referenced regulatory documentation were used, and the conclusions drawn are the opinion of the author and are based solely on his own experience.
