REGULATIONS ON THE PRIZES OF THE GOVERNMENT OF THE RUSSIAN FEDERATION IN THE FIELD OF SCIENCE AND TECHNOLOGY

1. Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Prizes) are awarded annually for the following achievements:

scientific and technical research and experimental design developments, culminating in the creation and widespread use in production of fundamentally new technologies, techniques, instruments, equipment, materials and substances;

practical implementation of inventions that open up new directions in engineering and technology;

large scientific and technical developments implemented in practice in the field of production, processing and storage of agricultural products;

high results in the development and practical application of new methods and tools in medicine and health care;

research, design and technological work in the field of construction, architecture and housing and communal services;

scientific and technical research and development in the interests of the defense and security of the country, the results of which are used in the creation of military and special equipment;

works that are a significant contribution to solving problems of ecology and nature protection;

creation of high-quality textbooks for educational institutions of the Russian Federation.

2. The amount of bonuses is established annually by the Government of the Russian Federation.

3. Prizes are awarded on the basis of proposals from the Council for Awarding Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

4. Every year in January, the Council announces through the media about the next competition of works for awards.

5. Nomination of works for awards is carried out by scientists, scientific, scientific and technical councils and labor collectives of enterprises and organizations, regardless of the form of ownership.

Works nominated for awards are accepted for consideration provided that their results have been put into practice at least one year before the deadline for accepting works.

The nomination of works for awards should be carried out on the principles of information openness and provide for their preliminary comprehensive public discussion.

Submitted works must be executed in accordance with the requirements established by the Council.

6. It is not allowed to nominate works awarded or nominated for competition of other state prizes of the Russian Federation in the field of science and technology.

The winner of the award has the right to be re-nominated for the award no earlier than after five years.

It is not allowed to include in the number of applicants persons who performed only administrative or organizational functions in the process of performing work.

8. The number of awardees for each work should not exceed 15 people, while the number of awardees for a textbook may include all its authors, regardless of the number. The monetary part of the award is distributed among the awarded in equal shares.

The list of works accepted by the Council for further consideration is published in the press with the indication of applicants no later than three months before the awarding of prizes.

10. Consideration of received works by the Council, including their examination, preparation of proposals for the award of prizes and their submission to the Government of the Russian Federation is carried out before December 1.

11. The Decree of the Government of the Russian Federation on awarding prizes is published in the mass media.

12. Persons awarded the prize are awarded the title "Laureate of the Prize of the Government of the Russian Federation in the field of science and technology" and in a solemn atmosphere are awarded a diploma and a badge of honor.

The diploma of the prize winner is signed by the chairman of the Council for awarding prizes of the Government of the Russian Federation in the field of science and technology and is certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

14. The diploma and honorary badge of the deceased laureate of the award or the recipient of the award are posthumously transferred to his family, and the monetary part of the award is inherited in the manner prescribed by the legislation of the Russian Federation.

2. The award is made by the decision of the Government of the Russian Federation on the basis of the proposals of the artistic and expert council for the award of the Prize of the Government of the Russian Federation "Soul of Russia" for the contribution to the development of folk art, formed by the Ministry of Culture of the Russian Federation (hereinafter referred to as the council).
The preparation and submission to the Government of the Russian Federation of proposals regarding the award of the prize is carried out by the Ministry of Culture of the Russian Federation until October 1.
Every year, in February, the council announces in the media the procedure and conditions for holding the next competition for the award.
3. The award is personal in nature and is awarded to one applicant for the award no more than once.
4. A person whose contribution to the development of folk art is determined by paragraph 1 of these Regulations may be nominated for the award.
5. The prize is awarded on a competitive basis in the following nominations:
folk dance (leader of the best amateur amateur group, folk dance performer);
folk singing (leader of the best amateur amateur group, folk song performer);
folk music (leader of the best amateur amateur group, folk music performer);
traditional folk culture (head of the best amateur folk group, folk storyteller, epic performer);
national master in the field of amateur arts and crafts.
6. Nomination for the award is made by the executive authorities of the constituent entities of the Russian Federation, creative unions and public associations.
7. A person nominated for the award must have at least 3 years of experience in the field of amateur folk art, and his creative work must be completed no earlier than 2 years before being submitted to the competition.
8. It is not allowed to nominate for the award of persons who have been awarded or nominated for the competition of other awards of state importance in the field of culture.

9. Documents of applicants for the award, as well as materials reflecting their contribution to the development of folk art (hereinafter referred to as documents), are submitted to the Ministry of Culture of the Russian Federation in accordance with the requirements established by the council, no later than May 1.
10. The Council prepares submissions for the award applicants and sends them along with the documents for examination. The purpose of the examination is to assess the significance of the creative work of the prize applicant and his contribution to the development of folk art, as defined in paragraph 1 of these Regulations.
The examination is carried out by leading organizations of the relevant profile or by individual experts from among prominent figures of culture and art, annually determined by the council.
11. A person awarded a prize is awarded a diploma of the prize winner, a badge of honor, a certificate to it, a special prize and a monetary reward.

12. The award is presented by a member of the Government of the Russian Federation in a solemn ceremony in December of the year for which it is awarded.

b) practical implementation of inventions that open up new directions in engineering and technology;

c) research and development applied in the field of exploration, extraction and processing of minerals;

d) highly effective scientific and technical developments implemented in practice in the field of production, processing and storage of agricultural products;

e) high results in research, development and practical application of new methods and means in medicine and public health;

f) scientific, design and technological achievements in the field of construction, architecture and housing and communal services;

g) works that contribute to solving problems of ecology and nature protection;

h) research developments that help improve the efficiency of the real sector of the economy;

i) scientific and technical research and development in the interests of the defense and security of the country, the results of which are used in the creation of new military and special equipment.

2. The work put forward for the award is accepted for consideration if there are materials and documents confirming the results achieved and their implementation in practice at least a year before the deadline for accepting the work.

3. Prizes are awarded by decision of the Government of the Russian Federation on the basis of proposals from the Interdepartmental Council for awarding prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

4. Every year, in January, the Council announces through the media about the next competition of works for awards.

5. The Council is a permanent advisory body created by the Ministry of Education and Science of the Russian Federation for the purpose of reviewing works, including organizing their examination and preparing proposals for awarding prizes.

The Council is formed from among the most prominent and authoritative scientists and specialists in various fields of science and technology.

The Council consists of the presidium and sections in certain areas of science and technology (hereinafter referred to as the section).

6. For the consideration of works on closed topics, a department operates in the structure of the Council.

The procedure for determining works on closed topics for awarding prizes is established by the Council.

7. Organizational support of the activities of the Council is carried out by the Ministry of Education and Science of the Russian Federation.

8. The prize includes money, a diploma and a badge of honor of the prize winner.

9. The winner of the award has the right to be re-nominated for the award not earlier than after 5 years.

II. The procedure for nominating works for awards

10. Nomination of works for awards is carried out by state authorities and organizations and provides for their preliminary and comprehensive public discussion.

11. A public authority, an organization can nominate only one work per year for the award.

13. The determination of the applicant or the composition of applicants from the total number of performers of the work is carried out based on the assessment of the creative contribution of each of the applicants by secret ballot at meetings of scientific, scientific and scientific and technical councils or in collectives of organizations where the work was directly performed.

14. It is not allowed to include in the list of applicants the following persons:

a) who performed only administrative and (or) organizational functions in the process of performing work;

b) other prizes awarded for this work established by the President of the Russian Federation or the Government of the Russian Federation;

c) included in the team of authors who performed another work nominated in the same year for the Prize of the Government of the Russian Federation in the field of education and (or) the Prize of the Government of the Russian Federation in the field of science and technology for young scientists.

16. The work that did not pass the competition may be nominated for the award one more time. In this case, the paperwork is re-written.

17. The work nominated for the award, with a cover letter and the necessary materials and documents, is submitted by the state authority or organization to the Council no later than March 31 of the year for which it is awarded.

The list and samples of documents attached to the work, as well as the requirements for their execution, are determined by the Council and are annually published in the media when announcing a competition of works for awards.

All works are drawn up in Russian.

18. The list of works admitted by the Council to participate in the competition is published in the media with an indication of applicants no later than 3 months before the awarding of prizes.

III. The procedure for considering works nominated for awards

19. After the completion of the acceptance of works for the competition for prizes, the Council, taking into account the recommendations of the sections, sends the submitted works for examination. The purpose of the examination is to assess the significance of the proposed work and its compliance with the criteria provided for in paragraphs 1 and 2 of these Regulations.

The examination is organized by the Council and carried out by leading organizations of the relevant profile or experts from among prominent scientists and specialists in the relevant fields of science and technology, determined by the sections of the Council.

If a conflict of interest is found, the expert is replaced.

The result of the examination is drawn up in the form of an expert opinion, which is signed by the head of the leading organization of the relevant profile or by the person acting in his capacity, or by experts from among prominent scientists and specialists.

The results of the examination are not subject to disclosure before the Council makes a decision.

20. Consideration of works by sections is carried out taking into account the results of the examination.

21. The sections include members of the Council, as well as scientists and specialists who are not members of the Council. The number of Council members in one section cannot exceed one third of the total number of section members.

The result of the consideration is set out in the minutes of the section, which is signed by the chairman of the section or the person chairing the session of the section and the secretary of the section.

22. Section members are not nominated for awards.

IV. The procedure for determining works for awarding prizes

23. Discussion of the issue of awarding prizes takes place in 2 stages at the meetings of the Council.

Discussion of works takes place openly through a free exchange of opinions. Every member of the Council has the right to speak. present at the meeting, plus 1 vote. If, according to the results of voting, the number of works that received at least half of the votes plus 1 vote turns out to be more than the number of prizes, the works that received the largest number of votes of the Council members present at the meeting in relation to other works are recommended for awarding prizes.

26. The Council shall submit proposals for the award of prizes to the Government of the Russian Federation in accordance with the established procedure by February 15 of the year following the year for which the prizes are awarded.

After the Government of the Russian Federation makes a decision, a file is formed on the applicants, which is subject to storage in the prescribed manner.

V. Prizes

27. Persons awarded prizes are awarded the honorary title of laureate of the prize of the Government of the Russian Federation in the field of science and technology, the monetary part of the prize is transferred and an award set consisting of a diploma and an honorary badge of the prize winner is awarded.

Award sets are awarded in a solemn ceremony no later than December 31 of the year following the year for which the awards are awarded.

The diploma of the prize winner is signed by the Chairman of the Government of the Russian Federation and certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The badge of honor of the prize winner is worn on the right side of the chest.

28. The transfer to the laureates of the monetary part of the prize is carried out by the Ministry of Education and Science of the Russian Federation.

29. The diploma and badge of honor of the deceased laureate of the award or the recipient of the award are posthumously transferred to his family, and the monetary part of the award is inherited in the manner prescribed by the legislation of the Russian Federation.

The Council is formed from among the most prominent and authoritative scientists and specialists in various fields of science and technology.

The Council consists of the presidium and sections in certain areas of science and technology (hereinafter referred to as the section).

6. For the consideration of works on closed topics, a department operates in the structure of the Council.

The procedure for determining works on closed topics for awarding prizes is established by the Council.

7. The organizational support of the activities of the Council is carried out by the Ministry of Science and Higher Education of the Russian Federation.

8. The prize includes money, a diploma and a badge of honor of the prize winner.

9. The winner of the award has the right to be re-nominated for the award not earlier than after 5 years.

II. The procedure for nominating works for awards

10. Nomination of works for awards is carried out by state authorities and organizations and provides for their preliminary and comprehensive public discussion.

11. A public authority, an organization can nominate only one work per year for the award.

13. The determination of the applicant or the composition of applicants from the total number of performers of the work is carried out based on the assessment of the creative contribution of each of the applicants by secret ballot at meetings of scientific, scientific and scientific and technical councils or in collectives of organizations where the work was directly performed.

14. It is not allowed to include in the list of applicants the following persons:

a) who performed only administrative and (or) organizational functions in the process of performing work;

b) other prizes awarded for this work established by the President of the Russian Federation or the Government of the Russian Federation;

c) included in the team of authors who performed another work nominated in the same year for the Prize of the Government of the Russian Federation in the field of education and (or) the Prize of the Government of the Russian Federation in the field of science and technology for young scientists.

16. The work that did not pass the competition may be nominated for the award one more time. In this case, the paperwork is re-written.

17. The work nominated for the award, with a cover letter and the necessary materials and documents, is submitted by the state authority or organization to the Council no later than February 20 of the year for which it is awarded.

III. The procedure for considering works nominated for awards

19. After the completion of the acceptance of works for the competition for prizes, the Council, taking into account the recommendations of the sections, sends the submitted works for examination. The purpose of the examination is to assess the significance of the proposed work and its compliance with the criteria provided for in paragraphs 1 and 2 of these Regulations.

The examination is organized by the Council and carried out by leading organizations of the relevant profile or experts from among prominent scientists and specialists in the relevant fields of science and technology, determined by the sections of the Council.

If a conflict of interest is found, the expert is replaced.

The result of the examination is drawn up in the form of an expert opinion, which is signed by the head of the leading organization of the relevant profile or by the person acting in his capacity, or by experts from among prominent scientists and specialists.

The results of the examination are not subject to disclosure before the Council makes a decision.

20. Consideration of works by sections is carried out taking into account the results of the examination.

21. The sections include members of the Council, as well as scientists and specialists who are not members of the Council. The number of Council members in one section cannot exceed one third of the total number of section members.

The result of the consideration is set out in the minutes of the section, which is signed by the chairman of the section or the person chairing the session of the section and the secretary of the section.

22. Members of the Council and sections for the award of prizes are not nominated.

Members of the Council and sections are obliged to report (in writing) to the Presidium of the Council about any actions (including members of the Council and sections) that are aimed at obtaining advantages when considering works put forward for awards, and are dictated not by the objectivity of making a certain decision, but interest in it.

IV. The procedure for determining works for awarding prizes

23. Discussion of the issue of awarding prizes takes place at a meeting of the Council.

Discussion of works takes place openly through a free exchange of opinions. Every member of the Council has the right to speak.

24. The results of consideration of works at the meeting of the Council are reported by the heads of the relevant sections, taking into account the results of the public discussion held in the manner established by the Ministry of Science and Higher Education of the Russian Federation.

26. The Council submits proposals for the award of prizes to the Government of the Russian Federation in accordance with the established procedure before September 15 of the year for which the prizes are awarded.

After the Government of the Russian Federation makes a decision, a file is formed on the applicants, which is subject to storage in the prescribed manner.

V. Prizes

27. Persons awarded prizes are awarded the honorary title of laureate of the prize of the Government of the Russian Federation in the field of science and technology, the monetary part of the prize is transferred and an award set consisting of a diploma and an honorary badge of the prize winner is awarded.

Award sets are awarded in a solemn atmosphere no later than December 31 of the year for which the awards are awarded.

The diploma of the prize winner is signed by the Chairman of the Government of the Russian Federation and certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The badge of honor of the prize winner is worn on the right side of the chest.

28. The Ministry of Science and Higher Education of the Russian Federation transfers the monetary part of the prize to the laureates.

I. General provisions

1. Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Prizes) are awarded annually to citizens of the Russian Federation, foreign citizens and stateless persons for the following achievements:

a) research and development work, culminating in the creation and widespread use in production of fundamentally new technologies, techniques, instruments, equipment, materials and substances;

b) practical implementation of inventions that open up new directions in engineering and technology;

c) research and development applied in the field of exploration, extraction and processing of minerals;

d) highly effective scientific and technical developments implemented in practice in the field of production, processing and storage of agricultural products;

e) high results in research, development and practical application of new methods and means in medicine and public health;

f) scientific, design and technological achievements in the field of construction, architecture and housing and communal services;

g) works that contribute to solving problems of ecology and nature protection;

h) research developments that help improve the efficiency of the real sector of the economy;

i) scientific and technical research and development in the interests of the defense and security of the country, the results of which are used in the creation of new military and special equipment.

2. The work put forward for the award is accepted for consideration if there are materials and documents confirming the results achieved and their implementation in practice at least a year before the deadline for accepting the work.

3. Prizes are awarded by decision of the Government of the Russian Federation on the basis of proposals from the Interdepartmental Council for awarding prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

4. Every year, in January, the Council announces through the media about the next competition of works for awards.

5. The Council is a permanent advisory body created by the Ministry of Education and Science of the Russian Federation for the purpose of reviewing works, including organizing their examination and preparing proposals for awarding prizes.

IV. The procedure for determining works for awarding prizes

23. Discussion of the issue of awarding prizes takes place in 2 stages at the meetings of the Council.

Discussion of works takes place openly through a free exchange of opinions. Every member of the Council has the right to speak.

24. At the first stage, all works received for the competition of prizes are considered.

The heads of the relevant sections report on the results of consideration of the work at the meeting of the Council.

Works that received by secret ballot at least two-thirds of the votes of the Council members present at the meeting, plus 1 vote, are allowed for further consideration.

Works admitted for further consideration (second stage) are published in the media and undergo a comprehensive public discussion in organizations determined by the relevant sections.

25. At the second stage, the Council considers the admitted works and decides on the award of prizes based on the reports of the heads of the relevant sections and taking into account public discussion.

It is recommended to award the award to the work that received by secret ballot at least half of the votes of the members of the Council present at the meeting, plus 1 vote. If, according to the results of voting, the number of works that received at least half of the votes plus 1 vote turns out to be more than the number of prizes, the works that received the largest number of votes of the Council members present at the meeting in relation to other works are recommended for awarding prizes.

26. The Council shall submit proposals for the award of prizes to the Government of the Russian Federation in accordance with the established procedure by February 15 of the year following the year for which the prizes are awarded.
