Regulations on the Government Prizes of the Russian Federation in the field of science and technology

1. Prize of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the premiums) are awarded annually for the following achievements:

scientific and technical research and developmental designs that ended with the creation and widespread use in the production of fundamentally new technologies, equipment, instruments, equipment, materials and substances;

practical implementation of inventions that open up new directions in machinery and technology;

large, implemented scientific and technical developments in the field of production, processing and storage of agricultural products;

high results in the development and practical application of new methods and means in medicine and health care;

research, design and design and technological work in the field of construction, architecture and housing and communal services;

scientific and technical research and development in the interests of defense and security of the country, the results of which are used in the creation of military and special techniques;

works that are a significant contribution to the solution of the problems of ecology and nature conservation;

2. The dimensions of the awards are set annually by the Government of the Russian Federation.

3. The award of the awards is made on the basis of the proposals of the Council's proposals for the award of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

6. There is no nomination of the work premiums, awarded or nominated for the competition of other state premiums of the Russian Federation in the field of science and technology.

The winner of the award has the right to re-nominates the award no earlier than five years.

9. I. General provisions

1. Prizes of the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the premiums) are awarded annually to citizens of the Russian Federation, foreign citizens and stateless persons for the following achievements:

a) research and development work, which ended with the creation and widespread use in the production of fundamentally new technologies, equipment, appliances, equipment, materials and substances;

b) the practical implementation of inventions that open up new directions in machinery and technologies;

c) Research developments used in the field of intelligence, mining and recycling of minerals;

d) highly efficient scientific and technical developments implemented in practice in the field of production, processing and storage of agricultural products;

e) high results in research, development and practical application of new methods and means in medicine and health care;

(e) Scientific, design and design and technological advances in construction, architecture and housing and communal services;

g) works that are contribution to solving the problems of ecology and environmental protection;

h) research developments that promote the efficiency of the real economy;

and) Scientific and technical research and development in the interests of the defense and security of the country, the results of which are used in creating new military and special techniques.

2. The work nominated for the award is accepted for consideration in the presence of materials and documents confirming the results achieved and their implementation in practice at least a year before the time of acceptance of the work.

3. The award of the awards is made by decision of the Government of the Russian Federation on the basis of proposals of the Interdepartmental Council on awarding the Government of the Russian Federation in the field of science and technology (hereinafter referred to as the Council).

4. Annually, in January, the Council announces through the media on the holding of a regular competition for the awards.

5. The Council is a permanent advisory body created by the Ministry of Education and Science of the Russian Federation for the purpose of reviewing the work, including the organization of their expertise and the preparation of proposals for awarding premiums.

The Council is formed from among the most prominent and authoritative scientists and specialists in various fields of science and technology.

The Council consists of the presidium and sections in certain areas of science and technology (hereinafter - the section).

6. To consider the work on closed topics in the structure of the Council, the department operates.

The procedure for determining the work on closed subjects to award premiums is established by the Council.

7. Organizational support of the Council is carried out by the Ministry of Education and Science of the Russian Federation.

8. The award includes a monetary part, a diploma and an honorary sign of the premium laureate.

9. The winner of the award has the right to re-nominates award no earlier than 5 years.

II. Procedure for nomination of prizes

10. The nomination of the prizes is carried out by state authorities and organizations and provides for their preliminary and comprehensive public discussion.

11. State authority, the organization can nominate only one work for the award.

13. Definition of the applicant or composition of applicants from the total number of work performers is made on the basis of the assessment of the creative contribution of each of the applicants by secret voting at meetings of scientists, scientific and scientific and technical councils or in the teams of organizations where work was performed directly.

14. There is no inclusion in the appearances of persons:

a) only administrative and (or) organizational functions carried out in the process of performing work;

b) other premiums established by the President of the Russian Federation or the Government of the Russian Federation who were honored for this work;

c) included in the author's team who performed another work, put forward in the same year for the award of the Government of the Russian Federation in the field of education and (or) award of the Government of the Russian Federation in the field of science and technology for young scientists.

16. Work that has not passed the competition can be nominated for the award for another time. At the same time, the design of documents is renovated.

17. The work nominated for the award, with the accompanying letter and the necessary materials and documents submitted to the state authority or the organization to the Council no later than March 31, for which it is awarded.

The list and samples of the documents attached to the work, as well as the requirements for their design, are determined by the Council and are published annually in the media when an announcement of the competition for the competition of awards.

All works are issued in Russian.

18. The list of works admitted by the Council to participate in the competition is published in the media, indicating applicants no later than 3 months before the award of the premiums.

III. The procedure for consideration of the works put forward for the premiums

19. After completing the acceptance of the work of the awards, the Council, taking into account the recommendations of the sections, sends the submitted work on the examination. The purpose of the examination is to assess the significance of the extended work and its compliance with the criteria provided for in paragraphs 1 and 2 of this Regulation.

Examination is organized by the Council and is conducted by leading organizations of the relevant profile or experts from among prominent scientists and specialists in the relevant areas of science and technology defined by the Council sections.

When a conflict of interest is found, an expert is replaced.

The result of the examination is issued in the form of an expert opinion, which is signed by the head of the leading organization of the appropriate profile or person acting his duties or experts from among prominent scientists and specialists.

The results of the examination before adoption by the Council declaration are not subject to disclosure.

20. Consideration of works by sections is carried out taking into account the results of the examination.

21. Sections include members of the Council, as well as scientists and specialists who are not members of the Council. The number of council members as part of the same section may not exceed one third of the total number of sections.

The result of consideration is set out in the Protocol of the Section, which is signed by the Chairman of the Section or the President of the Section and the Secretary of the section.

22. Members of the sections for award award are not extended.

IV. The procedure for determining work for award awards

23. Discussion of the question of awarding premium occurs in 2 stages at the Council meetings.

The discussion of the work occurs openly by free exchange of views. The right to speech has every member of the Council. Present at the meeting, plus 1 voice. If, according to the results of the vote, the number of works that have received at least half of the votes plus 1 vote will be more than the number of premiums, the work of the premiums are recommended work that has received the greatest number of members of the Council members who were present at the meeting in relation to other works.

26. The Council submits proposals to award premiums to the Government of the Russian Federation in the prescribed manner until February 15 of the year following the year for which awards are awarded.

V. Presentation of premiums

27. Persons awarded awards are assigned the honorary title of the winner of the Government of the Russian Federation in the field of science and technology, the monetary part of the award is transferred and a premium set consisting of a diploma and honorary sign of the premium laureate is available.

Premium kits are awarded in a solemn atmosphere no later than December 31 of the year following the year for which awards are awarded.

The diploma of the premium laureate is signed by the Chairman of the Government of the Russian Federation and is certified by the seal of the Government of the Russian Federation with the image of the State Emblem of the Russian Federation.

The honorary sign of the premium laureate is on the right side of the chest.

28. The transfer of the premium monetary part of the premium is carried out by the Ministry of Education and Science of the Russian Federation.

29. The diploma and honorary sign of the deceased winner of the premium or awarded award is posthumously transferred to his family, and the monetary of the award is inherited in the manner prescribed by the legislation of the Russian Federation.
