  • the content of the instruction defines the rights and responsibilities that a specialist or department head will perform in the course of their work;
  • the instructions define a list of requirements for education, work experience, professional and personal qualities of specialists;
  • based on the content of the DI, proper performance of duties will be monitored;
  • violation or non-compliance with instructions will be grounds for the application of disciplinary measures (reprimand, warning, dismissal at the initiative of management).

If the head of an enterprise entrusts an employee with the performance of duties not provided for in the content of the job description, this is considered a violation of labor rights. Such additional work is subject to increased payment, and if a specialist refuses to perform additional duties, disciplinary measures cannot be applied to him.

What regulations governs

To develop the provisions of job descriptions, the following regulations or by-laws may be used:

  • general and specific rules of the Labor Code of the Russian Federation, which will allow the interests of both parties to labor relations to be observed;
  • norms of local acts of the enterprise - instructions, regulations, agreements, etc.;
  • specialized regulations and by-laws in certain areas of activity - for example, for specialists in the analytical department of a budgetary institution, orders of relevant ministries and departments will be applied.

A single form of job description for a specialist and head of the analytical department is not approved by legislative acts. Therefore, an enterprise can approve in advance standard DI forms for all categories of employees, or draw them up on an individual basis.

  • instructions for specialists of financial and analytical departments– these employees are engaged in summarizing indicators of financial and economic activity, analyzing the current state and development prospects, and preparing recommendations on the most effective options for action;
  • instructions for the production and analytical department– generate reports on the results of production activities, errors and shortcomings of the current state, options for eliminating them and increasing production efficiency;
  • instructions for analytical departments in the field of marketing– are engaged in the development of promotions and marketing activities based on an analysis of the work performed.

The main task of the analytical department is to analyze the current state of the enterprise and develop recommendations for the management team of the enterprise. Taking into account these recommendations is the right, not the responsibility of management, and the conclusions of the analyst will be used by other structural units in the enterprise.

Who compiles it and where it is used

The preparation of job descriptions is carried out by employees of the enterprise’s personnel service (, etc.) or another person authorized by management, for example, and. As a rule, the DI is drawn up as an annex to the employment contract, and each specialist is required to personally sign that he has read the contents of the instructions. After signing, one copy of the document is given to the employee, and the second will be included in the personnel file.

The job description is used as follows:

  • when performing the main functional duties of a specialist and head of the analytical department;
  • when delineating responsibilities and powers between related positions of one or more departments;
  • when considering the issue of applying disciplinary measures to specialists - in case of violation of labor discipline or improper performance of duties.

The job description of the head of the analytical department may record a list of actions and activities that will be carried out without additional permission or approval from the management of the enterprise.

The content of the job description of a specialist and the head of the analytical department will differ in the regulated level of subordination at the enterprise and the limits of responsibility:

  • an ordinary specialist in the analytical department will report to his immediate superior;
  • the head of the analytical department controls the work of subordinates and implements the instructions of senior management;
  • the head of the department reports to the head of the company or his deputy in certain areas of activity (an option is possible when the head of the department will be part of the management positions of the enterprise).

When drawing up DI for specific specialists of the analytical department, the list of their rights, responsibilities and powers will be taken into account. Only with a precise delineation of these rights and obligations is it possible to monitor their proper implementation and take incentive or punitive measures.

  • the composition of the documentation that employees of the analytical department are required to draw up in the course of their work;
  • incentive and disciplinary measures that can be applied to a specialist.

The analytical work of specialists is associated with the processing and systematization of a certain volume of documents, information and data. This may require special skills in working with software systems and applications. Such a requirement may be a prerequisite for hiring a new employee.

Working with enterprise analytical data requires compliance with the rules of confidentiality, official or commercial secrets. If the specified modes are introduced at the enterprise, the corresponding item must be indicated in the content of the job description. Failure to comply with confidentiality requirements will result in disciplinary action, including termination of the employment contract.

If a specialist from the analytical department is subsequently transferred to the position of head of a structural unit, a new instruction will be issued. Any changes to the DI related to changes in significant working conditions can only be made with the consent of the employee.
