7.1. All applications submitted to the Competition are preliminary expertise by the staff of the Agency Regional Representative Office. The term of preliminary examination is 5 business days. In the event that the submitted applications do not comply with the requirements set out in paragraph 6.1 of this Regulation, the application is sent to refinement. The deadline for finalizing the application is 5 working days, but no later than the deadline for the 1st stage of the competition. Regional representative offices of the Agency lead the register of received and rejected applications. According to the results of the examination, the agency's representation to the agency address is sent a general package of applications from the relevant federal district.

7.2. The agency holds a collection, learning and preliminary assessment for further consideration at the meetings of the expert jury.

When evaluating the work, the expert jury is guided by the following primary criteria:

Objective effects achieved from the implementation of the project;

Unique model or approach;

The possibility of using a model or approach in other regions;

Social effect of project implementation.

7.3. The expert jury holds a comprehensive and systematic assessment of the projects received within applications. The assessment is carried out with the aim of competitive selection of the most interesting and significant projects and definitions of the finalists of the competition. At the end of the 3th stage of the competition, the expert jury prepare proposals for 3 finalists in each nomination for further submission to the meeting of the Board of Trustees.

VIII. Summing up the competition

8.1. The Board of Trustees sums up the competition and defines the winners of the competition within the 4th stage of the competition.

8.2. In each of the nominations, one winner is determined. At the same time, the Board of Trustees is entitled to increase the number of winners in each nomination.

8.3. The results of the competition are announced within the Russian Investment Forum (Sochi).

8.4. Following the competition, a library of projects will be formed. According to projects in the finalists of the competition, the agency develops guidelines in the format of "ready-made solutions" for further placement in the Region-ID information system.

8.5. The results of the competition will be covered in the media and profile periodicals.

IX. Other conditions

9.1. In the procedure established by the legislation of the Russian Federation, the Board of Trustees is entitled to terminate the competition at any time before summing up the competition. In this case, the notice of the rejection of all applications for participation in the competition or the termination of the competition is immediately sent by the Agency to all participants in the competition.



9.2. The agency, members of the Board of Trustees and the expert jury are not responsible for the non-receipt by the participant of the Competition of the Information or receipt of incorrect information about the competition, if the competition participant received such information in informal order.

1. This methodology determines the procedure for evaluating the competitive applications of municipalities submitted to participate in the nomination "Town-planning policy, providing a favorable environment of the life of the population and the development of housing and communal services" of the All-Russian Competition "Best Municipal Practice" (hereinafter - a competitive application).

2. The assessment of competitive applications is carried out by the Sub-Commission of the Federal Competition Commission for the Organization and Conduct of the All-Russian Competition "Best Municipal Practice" (hereinafter referred to as the Competition) on the nomination "Town-planning policy, ensuring a favorable environment of the life of the population and the development of housing and communal services" (hereinafter - the subcommission).

3. The subcommission assesses competitive applications by assigning points under paragraphs 3 - 11 of section II of a competitive application based on the indicators provided for by the table contained in paragraph 4 of this technique (hereinafter referred to as the table).

4. Indicators are determined by the following:

a) the indicators provided for in paragraphs 1.1 - 1.2, 2.1 - 2.7, 5.1 - 5.16, 11.1 - 11.2 of the table, members of the subcommittee are assigned points in the range indicated in the table, depending on which extent, according to a member of the subcommission, this indicator Apply to the evaluated practice;
