1. General Provisions

1.1. This Regulation has been developed in accordance with the Law of the Russian Federation "On Education", the Model Regulation on an educational institution, regulatory and instructional-methodological documents of the Ministry of Education of the Russian Federation, the Ministry of Education and Science of the Chelyabinsk Region on the organization of educational work in educational institutions and the activities of the class teacher, the Charter schools and regulates the work of the class teacher.

1.2. The class teacher is appointed and dismissed by the order of the school principal. The direct management of its work is carried out by the deputy director of the school for educational (teaching and educational) work.

1.3. For the performance of the functions of a class teacher, a monetary remuneration is established from the above-tariff fund, the amount of which is determined by the municipal education management body or the head of a general education institution.

1.4. The amount of additional remuneration for performing the functions of a class teacher is determined by the state authorities of the Russian Federation and (or) the constituent entity of the Russian Federation.

2. Goals and objectives of the class teacher

2.1. The activities of the class teacher are a purposeful, systematic, planned process based on the Charter of a general educational institution, other local acts, analysis of previous activities, positive and negative trends in social life, based on a personality-oriented approach to students, taking into account the urgent tasks facing the teaching staff educational institution, and the situation in the class team, interethnic and interfaith relations.

2.2. The purpose of the class teacher is to create conditions for self-development and self-realization of the student, his successful socialization in society.

2.3. Tasks of the class teacher:

Formation and development of the class team;

Creation of favorable psychological and pedagogical conditions for the development of personality, self-affirmation of each student, preservation of the uniqueness and disclosure of his potential abilities;

Formation of a healthy lifestyle;

Organization of the system of relations through various forms of educational activity of the class collective;

Protection of the rights and interests of students;

Organization of systematic work with students in the classroom;

Humanization of relations between students, between students and teaching staff;

Formation of students' moral meanings and spiritual guidelines;

Organization of socially significant, creative activities of students.

3. Functions of the class teacher

The main functions of the class teacher are:

3.1. Analytical and predictive function, expressed in:

· Studying the individual characteristics of students;

· Identifying the specifics and determining the dynamics of the development of the classroom;

· Study and analysis of the state and conditions of family upbringing of each child;

· Study and analysis of the influence of the school environment and small society on class students;

· Predicting the levels of education and individual development of students and the stages of the formation of the classroom;

· Forecasting the results of educational activities;

· Building a model of education in the classroom, corresponding to the educational system of the school as a whole;

· Foreseeing the consequences of relations developing in the classroom team.

3.2. Organizational and coordinating function, expressed in:

4.8. Regularly inform the parents (legal representatives) of the students about their successes or failures. Manage the activities of the class parent committee.

4.9. Monitor the attendance of classroom students.

4.10. Coordinate the work of subject teachers working in the classroom in order to prevent students from failing and provide them with timely assistance in their studies.

4.11. Plan your classroom activities in accordance with the school planning requirements.

6.6. Educational activities for students are held at least two per month (excluding class hours).

6.7. Classroom hours are held at least twice a month.

6.8. Classroom parenting meetings are held at least once every two months.

6.9. In accordance with his functions, the class teacher chooses the forms of work with students:

7. Class teacher documentation

The class teacher maintains the following documentation:

Analysis and plan of educational work (based on a long-term plan of the work of a general educational institution). The form of analysis and plan of educational work is determined by the school methodological association of class teachers;

Work plan - a grid for each quarter (the grid plan will not include matters not related to the classroom management);

Social class passport (the form is established by the school administration);

Results of pedagogical, sociological, psychological, physical research of class students;

Development, scenarios, scenario plans for educational activities conducted with children (including classroom hours);

Materials of methodical work on the classroom guidance;

Reports, analytical materials.

8. Criteria for assessing the work of the class teacher

8.1. The effectiveness of the performance of the functions of the class teacher can be assessed on the basis of two groups of criteria: effectiveness and activities.

Performance criteria reflect the level that students reach in their social development (the level of general culture and discipline of students, their civic maturity).

The performance criteria allow us to assess the implementation of the managerial functions of the class teacher (organization of educational work with students; interaction with teachers working with students in this class and other participants in the educational process, as well as educational support staff of a general educational institution, parents (other legal representatives) of students and public on education, training, creative development of students).

8.2. The criterion apparatus for assessing the activities of the class teacher is developed by the methodological association of class teachers and approved by the scientific and methodological (methodological) or Pedagogical Council of the educational institution.

8.3. The administration of a general education institution includes in the schedule of intra-school control measures to study the effectiveness of the implementation of the functions of a class teacher.

2. Job responsibilities of the class teacher

The class teacher fulfills the following job responsibilities:

2.1. Plans and organizes the life of students and carries out their education.

2.2. Creates a favorable microenvironment and moral and psychological climate for each student in the class.

2.4. Carries out organizational and coordinating work on interaction with subject teachers working in the classroom, other specialists of the gymnasium.

2.5. Guides the self-education and self-development of the student's personality; makes the necessary adjustments to the system of his upbringing.

2.6. Together with self-governing bodies of students, it actively promotes a healthy lifestyle; conducts mass physical culture, sports and other activities that promote the health of students in the classroom.

2.7. Involves subject teachers, parents of students, specialists from other fields (science, art, sports, law enforcement agencies, etc.) in the organization of the educational process in the classroom.

2.8. Provides assistance to students in learning, organizing leisure time and obtaining additional education, involving them in artistic and scientific and technical creativity, sports clubs, circles and other associations of interests.

2.15. He takes care of the appearance of the gymnasium student, conducts explanatory work among parents about the need to introduce a gymnasium uniform.

2.16. Organizes meals for students, conducts explanatory work in the classroom with parents on the issue of free and paid meals.

2.17. Systematically increases his qualification level in the field of pedagogy and psychology; participates in the activities of the department of educational work, in the work of the pedagogical council of the gymnasium.

2.18. 3. The rights of the class teacher.

The class teacher has the right, within the limits of his competence:

3.1. to participate in the management of the gymnasium in the manner determined by the Charter of the gymnasium, to submit for consideration by the administration, the pedagogical council proposals on issues of their activities;

3.2. protect professional honor and dignity;

3.3. get acquainted with complaints and other documents containing an assessment of his work, give explanations on them;

3.4. to defend their interests independently and (or) through a representative, including a lawyer, in the event of a disciplinary investigation or an official investigation related to a violation by the teacher of the norms of professional ethics;

3.5. on the confidentiality of the disciplinary (official) investigation, with the exception of cases provided for by law;

3.6. independently choose the forms and methods of educational work, use innovative and experimental methods of education;

3.7. attend lessons of other teachers in the assigned class in order to study students and monitor the course of the educational process in the class;

3.8. to give students, while in the gymnasium, obligatory orders related to the organization of classes and the observance of discipline, to apply measures of pedagogical influence to students in the cases and in the manner established by the Charter and the Rules on incentives and penalties for students of the gymnasium;

3.9. receive information about the mental and physical health of students;

3.10. monitor the progress of each student, the attendance of training sessions by pupils;

3.11. coordinate and direct the work of subject teachers of a given class into a unified channel;

3.12. invite parents (legal representatives) of students to the gymnasium on issues related to the activities of the class teacher.

4. Organization of work of the class teacher.

4.1. The general principles of organizing the work of the class teacher are determined by the norms of the legislation on the labor of teachers, the Charter of the gymnasium, and these Regulations.

4.2. The work of the class teacher with the class and its individual students is built in accordance with this cyclogram:

Classroom teacher

Daily:

Organizes various forms of individual and group work with students;

Controls: attendance of training sessions by students; academic performance of students; catering for students; compliance with the established requirements for the appearance of students, if such requirements are provided for by the Charter of the gymnasium;

Provides assistance to the student self-government of the class;

Weekly:

Checks students' diaries;

Analyzes the state of academic performance in the classroom;

Conducts a class hour in accordance with the educational work plan and timetable;

Organizes work with parents (persons replacing them);

Works with subject teachers in the classroom;

Monthly:

Conducts consultations with a psychologist, social educator and individual teachers;

Organizes the work of the class asset;

Organizes a meeting of the parent class committee;

During the academic quarter:

Participates in the work of the methodological association of class teachers;

Analyzes the implementation and correction of the educational work plan;

Fills in a class journal;

Conducts a classroom parenting meeting;

Submits to the educational part of the gymnasium a report on the progress of students for a quarter;

Annually:

Draws up the personal files of students;

Analyzes the state of educational work in the classroom and the level of education of students during the year;

Collects and submits statistical reports to the administration of the gymnasium (academic performance, materials for the report in the OSH-1 form, employment of graduates, other materials on the direction of activity established by the forms of statistical reporting);

During vacation time:

Organizes work with the class according to an additional plan;

Organizes and monitors the employment of students of the "risk group".

5. Responsibility of the class teacher

5.1. The class teacher is responsible for the life and health of students, for violation of their rights and freedoms in accordance with the legislation of the Russian Federation.

5.2. For non-fulfillment or improper fulfillment without good reason of the Charter and Internal Labor Regulations of the gymnasium, legal orders of the headmaster of the gymnasium and other local regulations, official duties established by this regulation, the class teacher is liable in the manner prescribed by labor legislation.

5.3. For the use, including one-time, methods of education associated with physical and (or) mental violence against the personality of the student, as well as committing any other immoral act, the class teacher may be relieved of his post in accordance with labor legislation and the Law of the Russian Federation "On Education ". Dismissal for this act is not a disciplinary measure.

5.4. For the culpable infliction of damage on the gymnasium or participants in the educational process in connection with the performance (non-performance) of their official duties, the class teacher shall be financially liable in the manner and within the limits established by labor and (or) civil legislation.

5.2 The work of the class teacher with the class and its individual students is built in accordance with this cyclogram:

    Classroom teacher daily

    identifies students who are absent from classes and latecomers, finds out the reasons for their absence or lateness, carries out preventive work to prevent delays and non-attendance at classes;

    organizes and supervises the duty of students in the classroom;

5.3 The classroom hour can be conducted by the classroom teachers in any form.

5.4 The number of educational activities in the classroom should not be less than two per month.

5.5 Class parent meetings are held at least once every quarter.

5.6 The class teacher is obliged, at the request of the school administration, to prepare and submit reports of various forms about the class and his own work.

5.7 The report on the work of the class teacher can be heard at a meeting of the methodological association of class teachers, pedagogical or methodological councils, an administrative meeting.

5.8 The class teacher is obliged to take an active part in the work of the methodological association of class teachers.

    • protection of the rights and interests of students;
    • organization of systematic work with students in the classroom;
    • humanization of relations between students, between students and teaching staff;

    • organization of socially significant, creative activities of students.

    3. Functions of the class teacher

    The main functions of the class teacher are:

    3.1. Analytical and predictive function, expressed in:

    • studying the individual characteristics of students;
    • identifying the specifics and determining the dynamics of the development of the classroom;
    • study and analysis of the state and conditions of the family upbringing of each child;
    • studying and analyzing the influence of the school environment and small society on class students;
    • predicting the levels of upbringing and individual development of students and the stages of the formation of the classroom;
    • predicting the results of educational activities;
    • building a model of education in the classroom, corresponding to the educational system of the school as a whole;
    • foreseeing the consequences of relationships developing in the classroom team.

    3.2. Organizational and coordinating function, expressed in:

    • coordination of educational activities of each student and the entire class as a whole;
    • coordinating the formation of the classroom, organizing and stimulating various types of activities of students in the classroom: providing assistance and organizing cooperation in planning socially significant activities of students, organizing the activities of student self-government bodies;
    • organization of interaction of activities with subject teachers, teacher-psychologist, teachers of additional education, teacher-organizer, social teacher, librarian, school medical worker, family. Acting as an intermediary between the personality of the child and all social institutions in resolving the personality crises of students;
    • assistance in obtaining additional education by students through their inclusion in various creative associations of interests (circles, sections, clubs, associations, etc.) both in a general educational institution and in institutions of additional education;
    • participation in the work of pedagogical and methodological councils, methodological association of class teachers, administrative meetings, Council of Prevention;
    • coordination of the choice of forms and methods of organizing individual and group extracurricular activities, organizing class participation in general school activities during extracurricular and vacation time;
    • organizing work to improve the pedagogical and psychological culture of parents through conducting thematic parenting meetings, joint activities, involving parents in participating in the educational process in an educational institution;
    • taking care of the physical and mental health of students, using information from medical workers of an educational institution and parents, health-saving technologies;

    3.3. Communicative function, expressed in:

    • development and regulation of interpersonal relationships between students, between students and adults;
    • assisting each student in adapting to the team;
    • contributing to the creation of a favorable climate in the team as a whole and for each individual child;
    • assisting students in establishing relationships with surrounding children, society;
    • informing students about existing children's and youth public organizations and associations.

    3.4. Control function, expressed in:

    • monitoring the progress of each student;
    • monitoring the attendance of training sessions by students;
    • control over the well-being of students.

    4. Responsibilities of the class teacher

    The class teacher must:

    4.1. Carry out a systematic analysis of the state of academic performance and the dynamics of the general development of their pupils.

    4.2. Organize the educational process in the classroom; to involve students in the systematic activities of class and school collectives, to study the individual characteristics of the personality of students, the conditions of their life in the family and school.

    4.3. To monitor and timely identify deviant manifestations in the development and behavior of students, to carry out the necessary pedagogical and psychological correction, in especially difficult and dangerous cases, inform the school administration about this.

    4.4. Provide assistance to pupils in solving their acute life problems and situations.

    4.5. Organize social, psychological and legal protection of students.

    4.6. To involve subject teachers, parents of students, specialists from other fields (science, art, sports, law enforcement agencies, etc.) in the organization of the educational process in the classroom.

    4.7. Promote a healthy lifestyle.

    4.8. Regularly inform the parents (legal representatives) of the students about their successes or failures. Manage the activities of the class parent committee.

    4.9. Monitor the attendance of classrooms by students in their class.

    4.10. Coordinate the work of subject teachers working in the classroom in order to prevent students from failing and provide them with timely assistance in their studies.

    4.11. Plan your classroom activities in accordance with the school planning requirements. The class teacher's plan must not conflict with the school's work plan.

    4.12. Regularly conduct classroom hours and other extracurricular and extracurricular activities with the class.

    4.13.     5. The rights of the class teacher

    The class teacher has the right to:

    5.1. Regularly receive information about the physical and mental health of students in their class.

    5.2. Submit for consideration by the school administration, the pedagogical council, school government bodies, the parent committee, proposals, initiatives, both on behalf of the class team and on their own behalf.

    5.3. Receive timely methodological, organizational and pedagogical assistance from the school leadership, as well as from self-government bodies.

    5.4. To independently plan educational work with the class collective, develop individual programs for working with children and their parents (legal representatives), determine the norms for organizing the activities of the class collective and conducting class events.

    5.5. Invite parents (legal representatives) of students to the school on problems related to the activities of the class teacher, or other issues.

    5.6. Carry out a free-individual mode of work with children.

    5.7. To independently determine the forms of planning educational work with the class, taking into account the implementation of the basic principles of school-wide planning.

    5.8. Not to fulfill the instructions and requirements of the school administration and parents, which are not included in the functional duties of the class teacher, determined by this Regulation.

    5.9. Do not follow the instructions and requirements of the school administration and parents if they can cause psychological or physical harm to the student.

    5.10. The class teacher has the right to defend his own honor, dignity and professional reputation in case of disagreement with the assessments of his activities by the school administration, parents, students, and other teachers.

    6. Organization of the activities of the class teacher

    The activities of the class teacher with the class and its individual students are built in accordance with this cyclogram:

    6.1. Homeroom teacher daily:

    • identifies students who are absent from classes and latecomers, finds out the reasons for their absence or lateness, carries out preventive work to prevent delays and non-attendance at training sessions;
    • checks the appearance of students;
    • organizes and controls the watch of students in classrooms;
    • organizes various forms of individual work with students, including in the event of deviation in their behavior;

    6.2. Homeroom teacher weekly:

    • checks that students keep paper diaries with marks for the week (if there is a parental statement);
    • spends an hour of the class teacher (class hour) in accordance with the plan of educational work;
    • organizes work with parents (according to the situation);
    • works with subject teachers working in the classroom (according to the situation);
    • analyzes the state of progress in the class as a whole and among individual students;

    6.3. Homeroom teacher monthly:

    • attends lessons in their class;
    • receives consultations from a psychologist and individual teachers;
    • organizes a meeting of the parents' council of the class;
    • organizes the work of the class asset;
    • solves household issues in the classroom;

    6.4. The class teacher during the academic term:

    • prepares and fills out a cool electronic journal;
    • participates in the work of the methodological association of class teachers;
    • analyzes the implementation of the educational work plan for the trimester, the state of progress and the level of education of students;
    • carries out the correction of the educational work plan for the new trimester;
    • holds a classroom parenting meeting;
    • submits to the educational part a report on the progress of students in the class for the trimester;

    6.5. Homeroom teacher annually:

    • draws up personal files of students;
    • analyzes the state of educational work in the classroom and the level of education of students during the year;
    • makes a plan of educational work in the classroom
    • collects and submits to the school administration, statistical reporting on class students (academic performance, materials for reporting on the OSH-1 form, employment of graduates, etc.).

    6.6. Provided weekly classroom hour, required by the homeroom teacher and student visits. A school-wide week eliminates the need for topical classroom work. The postponement of the class hour, its cancellation is unacceptable. The administration should be informed in a timely manner about the impossibility of carrying out extracurricular activities with justification of the reasons.

    6.7. In order to ensure a clear organization of the school's activities, leisure activities (excursion trips, hiking trips, discos, "lights") that are not provided for by the school plan and the class teacher's annual plan are not allowed.

    6.8. Classroom parenting meetings are held at least once every trimester.

    6.9. Homeroom teachers make their contribution to the conduct of school-wide activities, are responsible for their activities and their class in the course of activities. The presence of the homeroom teacher at school-wide events is mandatory.

    6.10. When carrying out extracurricular activities in and out of school, the class teacher is responsible for the life and health of children and is obliged to provide support from parents at the rate of 1 person for 15 students. The class teacher informs the head of the structural unit (corps) in writing about the conduct of extracurricular activities at school and outside the school.

    6.11. For the organization of leisure activities of students (excursions, hikes ...) on a day off (Sunday), the class teacher is given a day off during the holidays or the next vacation convenient for the teacher and the school regime.

    6.12. In accordance with his functions, the class teacher chooses the forms of work with students:

    • individual (conversation, consultation, exchange of views, provision of individual assistance, joint search for a solution to the problem, etc.);
    • group (creative groups, self-government bodies, etc.);
    • collective (contests, performances, concerts, hikes, rallies, competitions, etc.).

    7. Class teacher documentation

    The class teacher maintains the following documentation:

    • cool electronic journal (including pages in magazines for traffic rules, PPB, TB);
    • analysis and plan of educational work (based on a long-term plan of work of a general educational institution). The form of analysis and plan of educational work is determined by the school administration
    • work plan - a grid for each trimester (the grid plan will not include cases that are not related to the classroom leadership);
    • social class passport (the form is established by the school administration);
    • the results of pedagogical, sociological, psychological, physical research of students in the class;
    • characteristics of students;
    • minutes of meetings of parents' councils and parents' meetings, materials for the preparation of parents' meetings;
    • development, scenarios, scenario plans of educational activities conducted with children (including classroom hours);
    • materials of methodical work on the classroom guidance;
    • reports, analytical materials.

    8. Criteria for assessing the work of the class teacher

    8.1. The effectiveness of the performance of the functions of the class teacher can be assessed on the basis of two groups of criteria: performance and performance.

    Performance criteria reflect the level that students reach in their social development (the level of general culture and discipline of students, their civic maturity).

    The performance criteria allow us to assess the implementation of the managerial functions of the class teacher (organization of educational work with students; interaction with teachers working with students in this class and other participants in the educational process, as well as educational support staff of a general educational institution, parents (other legal representatives) of students and public on education, training, creative development of students).

    The criterion apparatus for assessing the activities of the class teacher is developed by the methodological association of class teachers and approved by the Pedagogical Council of the educational institution.

    1. General Provisions
    1.1. This Regulation defines the organizational and methodological basis for classroom management in educational institutions of the Moscow Committee of Education.
    1.2. Classroom leadership is carried out as a pedagogical function that ensures the organization of the educational process in its main link - the primary student collective.
    1.3. In their activities, teachers who carry out classroom guidance are guided by the UN Convention on the Rights of the Child, the Constitution of the Russian Federation, the Law of the Russian Federation "On Education", legislative acts of the Russian Federation and the city of Moscow, regulatory legal acts of the Ministry of Education of the Russian Federation and the Moscow Committee of Education, this Regulations.
    1.4. The Regulation applies to educational institutions subordinate to the Moscow Education Committee and its district education departments.

    2. Aims and objectives of the classroom leadership
    2.1. Classroom leadership is the leading form of organizing the educational process in educational institutions, implemented at the level of primary student collectives.
    2.2. Classroom leadership is a pedagogical system that ensures the effective organization of the education of young citizens within the class (study group), both in individual and in group forms of work with students.
    2.3. The purpose of the classroom leadership is to form the value orientation of students, which determines the general humanistic orientation of their personality, corresponding to the vital interests of the individual and society, the principles of state policy in the field of education, determined by the Law of the Russian Federation "On Education".
    2.4. Fundamental to classroom leadership are the following principles:
    - humanistic orientation: the center of attention of the class teacher is the development of the personality of each student of the assigned class (study group), ensuring the rights and freedoms of students;
    - the principle of collegiality in the organization of the educational process: participation in it of students, their parents (legal representatives), as well as teaching staff;
    - the principle of consistency: ensuring the interconnectedness and integrity of the efforts of all participants in the educational process;
    - the principle of conformity to nature: the choice of forms of organizing the educational process, taking into account the gender, age and individual characteristics of students, the value and target orientations of the educational institution's staff, the objective conditions of its activity.
    2.5. Classroom Tasks:
    - creation of favorable conditions for the development of the personality of students, free and full disclosure of their abilities;
    - the formation of a system of value orientations of students as the basis of their upbringing;
    - the formation of a classroom team as an educational system;
    - the organization of various types of collective creative activity, involving students in social and value socializing relations, contributing to their cohesion and positive mutual influence;
    - diagnostics, regulation and correction of students' personal development.

    3. Organization and support of the class teacher
    3.1. The specifics of the organization of class leadership is determined by the type of educational institution, the contingent of students and teaching staff, the educational system that has developed in it, and traditions.
    3.2 An employee of an educational institution with a pedagogical experience, as a rule, of at least a year is appointed as a class teacher.
    3.3. The appointment of the class teacher is formalized by the order of the head of the educational institution for the educational institution on the basis of the decision of the pedagogical council.
    3.4. The current management of the activities of the class teacher, assistance in organizing educational work in the assigned class (study group) is carried out by the deputy director of the educational institution, who oversees the organization of the educational process.
    3.5. To provide methodological assistance in organizing classroom leadership, methodological commissions (associations) of class teachers are created, led by the most experienced teachers.
    3.6. Payment for class leadership is carried out in accordance with the procedure established for educational institutions.
    3.7. Classroom leadership is permitted in the following basic forms:
    - leadership of one class (study group);
    - supervising the parallel of classes (study groups).

    4. The main directions of the classroom leadership
    4.1. The main areas of classroom guidance are:
    Analytical and prognostic: the study of the individual characteristics of students and the dynamics of their development; identifying the specifics, determining the state and prospects for the development of the classroom.
    Organizational and pedagogical: organization and stimulation of the creative activity of students; establishing links between family and educational institution; coordination of teaching staff in the organization of training and education in the assigned class (study group), individual work with students; the formation of a cool team.
    Communicative: development and regulation of interpersonal relations between students and teaching staff, promoting the development of a general favorable psychological climate in the team.
    4.2. In the course of his activity, the class teacher:
    - receives regular information about the physical and mental health of pupils, their progress and behavior;
    - as necessary, applies for methodological and organizational-pedagogical help to the management of the educational institution, methodological associations working in it;
    - submits for consideration by the administration, the pedagogical council or the council of the educational institution proposals aimed at improving the life of the children's collective of the assigned class, individual students;
    - in agreement with the administration of the educational institution, invites parents (legal representatives) to provide assistance, coordinate actions in the upbringing of their children, apply to the commission, the juvenile affairs inspectorate and other organizations to resolve issues related to the education and upbringing of class students;
    - systematically analyzes the dynamics of the personal development of students;
    - periodically conducts class hours (meetings, "communication hours", etc.) with students of the assigned class; holds scheduled and, in exceptional cases, unscheduled parenting meetings;
    - promotes the activities of the parent committee of the class (study group);
    - with the support of colleagues and parents (legal representatives), carries out diagnostics of the education of students, the effectiveness of educational work with them;
